mr. perry: mr. president, it is an honor to be here in this university, and to all of you, good morning. i found that on my numerous visits back to new hampshire over the course of the years that you all appreciate plain talk about as well as any place in this country. and you want to hear some very plain talk about the challenges that we have in this country. and that is the spirit of which i come today, to share with you this vision of mine, and on three points i want to be very very clear. first, our country has entered -- and i think a time of testing, a time -- our political leadership is feeling that test. -- is failing that test. the american people see a president who is in denial about the threats we face, making grave miscalculations that make the world less safe. isis filled the void of failed policy in iraq and syria. in american tanks, with american weapons, isis began taking cities that just a few years ago had been freed by the blood of american soldiers. in these highly orchestrated

mr. perry: thank you, mr. chairman. let's be clear. the gentleman that spoke just before me that rode the train in from new jersey today should have no problem with this amendment because it does nothing to the northeast corridor. however, what it does do, it cuts over $766 million in funding for the national network of the national railroad passenger corporation. i understand that the president has an affinity for passenger rail, especially amtrak. amtrak's 15-year vision released in 2021 mirrors that enthusiasm, plotting oout an ambitious 39 new routes in the next 15 years. the problem is can't be said enough folk here's in washington, we're out of money. we're borrowing money to pay these bills. the behemoth iaha bill contained billions, billions in funding directly for both the northeast corridor, which the good gentleman from new jersey just talked about, but also the national network. this doesn't include billions in dollars going to passenger rail grant and load programs at d.o.t., many of which amtrak has been a

that -- mr. perry: thank you, mr. speaker. that all might be well and good but last year the commission's inspector general, not perry, not this congress, the inspector general identified the massive increase in the commission's funding over recent years as a threat to its ability to evaluate grant proposals, measure program performance, and conduct appropriate oversight. meaning this spike in funding threatens to worsen an already tenuous link between funding and success. mr. speaker, these commissions are populated by the politically connected to hand out money to those that are connected to them. that's what they're for. that's what they do. they don't do much else than that and there's certainly no measure -- they're certainly no measure of success. again, i presided over the hearing where we asked them for their metric, their measure of success and again, mr. speaker, it was that they received a lot of applications for grants. and loans. that's your measure -- people want money, that's your measure of success? that's pathe
