the city of orinda doe hose being memorialized in downtown orinda. we're learning about the motive in the halloween night shooting. nbc bay area learned two victims of the thursday night may be kle in san francisco in 2015. one of thursday's victims was the younger brother of the defendant in the 2015 shooting and reports that law enforcement is looking into whether the shooting was an act of retaliation. tonight orinda will consider under consideration requiring the home be owner-occupied when renting out a room. the owner be there on-site. requiring a two-day minimum stay for renters instead of a one-night party. even possibly eliminating airbnb altogether. as it stands now orinda does require short-term rental to register an occupancy task and a maximums violated during the hollywood party last week which had over a hundred people in attendance. >> there is a range of things to do to try to eliminate the kind of thing that occurred the other night. the thing that occurred the other night was not in accordance with the ordinance. you're not allowed

let's start out with bob redell, near the crime scene in orinda. bob?er: as you can see, all morning long the contra costa county sheriff's office and orinda police department kept us quite a way from the scene. the scene is up this hill and around the bend, a good block and a half from our position. this happened in a residential area in the very hilly part of orinda, not far from highway 24 and camino pablo. look at the video, this is what it looked like shortly after the shooting, happened around 10:45 last night. witnesses tell our own cheryl hurd who was out here afterwards this happened at a halloween party at a house on lucille way, and this was a house that had been rent the out as an airbnb for this party. there are about 100 people in attendance. some included students from laney college in oakland, again, we are trying to confirm that info with law enforcement. we also saw on video what appears to be a mother and father at the crime scene tape begging law enforcement for information about their daughter, who they sadly believe was one of the

we're right by downtown orinda. and this is a storm runoff channel. the water is pouring off these steep hillsides and into this channel. local residents here have told us as they've come by, they've never seen it like this. so it's been a rough afternoon out here in the east bay. the rain made driving treacherous on highway 24 for the afternoon commute. many drivers pulled off the road to brave the torrential bands of rain. a spinout on interstate 680 northbound sent one person to the hospital as a driver lost control on the wet pavement, smashing into a minivan. public works crews fanned out across the east bay, clearing debris and storm drains. sheets of rain and runoff caused minor street flooding up on grizzly peak in the oakland hills by mid-afternoon, high winds took down power lines in orinda as p-g-and-e's crews secured the roads in the orinda country club area. >> it's absolutely all hands on deck. everybody's prepared and we've got, like i said, our crews are out there ready to go. >> what can people do at home to help. >> if it's windy? es

[ sound of heavy rain ] >> reporter: let me show you what's going on. a big fence is up now. the problem is that this is the main path to several neighborhoods including sleepy hollow on the other side of the fence right there. but go ahead and take a look at some of the video. last night the city council declared a state of emergency and said it will take at least four weeks to fix and it's not cheap. it will cost up to $1.3 million to safely fix the structural problems here. >> we were actually hoping to be able to get in start working in the sinkhole to remove debris and assess the damage. >> reporter: the challenge they are now facin

a major mudslide that happened this week in orinda - - only got bigger overnight. the home in its path is getting buried by even more debris and mud... the dry weather today allowed contractors and engineers to get on site and size up what it will take to clear away the mudslide... kron4's haaziq madyun was there too. thursday's storm released more mud down the hill and into this home on van tassel lane in orinda. you can see how the debris has pushed even deeper into the rear of the home. the height of the mud is now just short of the roof top. with a break in the weather came the opportunity to survey the damage from above the slide. down below a pair of civil engineers got an even closer look at where the mudslide came to rest behind the home"i am concerned about the houses across the street"several concerned residents in the area are also keeping an eye on the fragile situation "it's just incredibly deep, i just feel like there is no way that anybody can move back""oh i have never seen anything like that but a lot of houses have to sure up because of mudslides,

new developments in the orinda halloween shooting. a fifth person has died. >> reporter: good morning claudine. some of the victims were brought right here to a medical center in walnut creek to be treated. the contract county:sheriff's office died at the hospital. she was 19 years old. four others from the bay area ranging from 22 to 29 years old also died in the thursday night shooting. this happen on lou seal way in orinda. the party was promoted on social media. or the 100 people were there. the home is rented out through airbnb. orinda were on their way to the house for a noise complaint when they say they got a report of the shooting at 10:50 pm. three of the people found at the scene were dead and two others at hospitals. one man said his son was at the party when the shots rang out. he was 24 years old. >> i just said my son was shot >> no arrests have been made in the shooting just yet. the fbi is investigating. anyone with information is asked to call the orinda police department . >>> airbnb has responded to the shooting sa

this is why the moraga orinda fire district and the orinda police department organizes evacuation exercisepeople ready for an emergency, while official tested coordination and information so if there is a real need to evacuate, people can do so safely and efficiently. officials ran a simulated wildfire scenario to practice a time phased evacuation, so those closest to the fire would be notified first. of course, we're in the middle of a pandemic, so distro does not actually involve people leaving their homes. if you live in orinda and are signed up for the contra costa county alert system, you should've gotten an evacuation alert. in case of a real emergency, this is the main way residents would be alerted. the fire district said 18,000 people live in orinda, but only 7000 are registered for the community warning system. we talked to a fire official and resident about the event and how things would go in a real emergency situation. >> they are doing it virtually this year. actually increased participation probably five fold. we were excited about that. >> if it were an actual emergency, we
