obviously had ties to detroit and works in detroit and has initiatives in the city of detroit and also has a large film, called "just films." they were a major financier of the film. pbs was our second biggest funder. the private family foundation and finance documentary fund kicked in a little bit of money and impact partners which is an equity organization. the collection of us together, they financed the film. no one had editorial control. that was one of the deal that's we had. we were able to raise the money without having to make promises to anybody which including pbs and including broadcaster. >> dave bling was mayor of detroit. what mayor is he? >> he's a clean mayor. he's an honest mayor. there's a history of corruption and all kinds of business with some of the city council and the mayors of detroit including kilpatrick who is now on trial. detroit is just come out of a feeling of sense of being empty handed and betrayed and tricked by their previous mayor. i think most detroiters will say kilpatrick tricked them. dave being the right answer to kwame. dave bling has the most

our first home was in detroit. our oldest children were born in detroit. have seen and lived and held its good and its bad, and there are lots of both. and you have no doubt heard lots about the bad, but you haven't heard, i'm sure of it the love story. there are lots of us who love detroit bruises and all, and today there's are signs of life green shoots rising up a phoenix rising from the ashes. joining me now from detroit is mark binelli, author of a terrific new book "detroit city is the place to be." mark, thank you so much for joining us inside "the war room." >> thanks so much for having me. >> jennifer: you bet. i thoroughly enjoyed for those of you who aren't so familiar with detroit, let me start with the obvious, how has the auto industry's come back played a role in the city's rebirth? >> that's where the book started. it was originally a story for the rolling stone, which i went back to cover the auto industry in 2009 which as you know was a very dire time. the city had become sort of the poster child of the recession, and really for three day

the mayor of detroit has been a democrat. so when you blame the economy, don't you have to look in the mirror? and my second point is because no one helped destroy michigan and detroit more so than the democratic party and unions that demanded too much. my second point is everybody keeps saying what obama inherited. people forget obama was in the u.s. senate for four years. he has supported policies like trying to -- now you're saying that the cars have to have 55 miles per gallon. what is that going to do to detroit? that's going to help destroy itr a profit. >> all right. let's get the congressman to respond. two issues there. he said democrats are responsible. >> over the last 10 years. that's the result of many factors. number one the housing crisis. because we didn't properly regulate the housing industry, we allowed homs to go under foreclosures. we allowed people to become victims of predatory loans. also, too, it was the state's misguided takeover of the detroit public school system that resulted in many good schools

the prestigious detroit institute of art asked detroiters to get creative. the institute, which has had its distributed 750 cameras to people all over the city, and told them to shoot what they wanted and tell the city's story and their own. 12,000 photos later, the city library is displaying what detroiters see about themselves. >> people are making art. they're talking about art, they're listening to art. art is really on the cutting edge of all the things that are happening in detroit. i do know that detroiters don't quit. i think you see that in every single one of these pictures and i think you see it out on the streets. >> reporter: you certainly see it on heidelberg street, where artist tyree guyton has turned two blocks of the city into an outdoor museum of found objects and abandoned houses. he says the heidelberg project, which he began in 1986, makes you laugh, it makes you happy. it's a very accessible monument to detroit's decay and abandonment, and to its hope of resurrection. more than 200,000 people visit each year. across town another group

so it was like, it's them. >> detroit police begin the search for clues.t they find at the crime scene is somewhat unusual. >> at first blush, there were no obvious signs of trauma to either body. the entire vehicle and bodies were removed and taken to the wayne county medical examiner's office. and upon further review confirmed what we were able to see visually, that there was absolutely no trauma to either of the young ladies' bodies. >> with no indications of gunshot or stab wounds nor evidence of strangulation or suffocation, police suspect the women may have been killed by a lethal dose of a tranquilizing drug, perhaps laced into their drinks. then just one week later and only two blocks away police are called to an almost identical crime scene. this time the victims are 28-year-old ber naechlt ethia mccrary and 29-year-old natasha curtis. two more young women apparently killed in the same manner but this time left in the trunk of a car set ablaze. >> when you take a look at that situation, very quickly we decided that this was very potentially a seri

how is it going in detroit?>> well, a much different attitude out here then the one in san francisco, but i can tell you one thing taking with a lot of the fans. they gave the san francisco team a lot of credit. they said, you know what, just looking that dugout of the guys when they were playing a during the games, that was a team that wanted to play together. that's really somethingt was echoed in the locker room tonight. people said these are my brothers. i like playing with the other guys in here. you could see that with a lot of the game. the detroit tigers team didn't have the chemistry. one other thing i wanted to mention. i know that we don't have a ton of time in the show, but i sat in at&t park and this park out here in detroit. i can tell you, you got to cred that fans at at&t park. because even that times it went well for the tigers here. which was not very many times. but the times it went well, it was not nearly as loud as at&t in san francisco. those fans were fired up and ready. maybe even helped

he says he was opposed of the bailout but wanted to say detroit. if you go back to 2008, 2009, there really was not any private money to come out and put into the automotive industry. the money would have had to come from the banks and private equity people, and nobody was coming forward to put up the money. tavis: when you say president obama say to detroit with his plan, how is it, as we speak? >> it is doing pretty well. sales are good. profit is good. all the companies are still around. you have general motors, ford, and chrysler. what they did is they closed factories they did not need and changed some of the work rules in the factories, and that was a big deal. and used to be that you could only change a light bulb, for example, if your job classification was electrician, so even if you're qualified to change in light of, you had to wait for a guy from the other side of the factory to come and do that sort of thing, and that sort of thing is pretty much gone now. i do not think that detroit is going to blow the japanese or korean car companie

, yours, irreparable harm to detroit? >> i am not sure there was irreparable harm done to unions from the bailout of the automotive industry. the united autoworkers union only has about one-third of the membership it had back in 1970, tavis. what i think has happened here really is there has been more responsible behavior by management and union alike, to really forge a more sensible working relationship in the last few years, ever since the bankruptcies of general motors and chrysler. just one example. 1.5 years or so ago, several workers at a chrysler factory went outside during lunch hour and it came back in and started making cars, and they were fired. the union decided not to battle that. that is a big change from the past. tavis: is the worst behind us? i asked that because there are, as you know, some economists who are concerned that the economy may be in danger of a double-dip recession. if the economy goes into a double-dip recession, that would impact on detroit. is the worst behind at the moment? >> it may hav

detroit is teetering on bankruptcy. right now, a ten-member board appointed by michigan's governor is deciding if the state should appoint an emergency manager to help run the city. but in the face of detroit's financial crisis, something just short of amazing is happening. young people and businesses are moving to the city's downtown. as diane eastabrook reports, it's an effort to revitalize a city that has been in decline for decades. >> reporter: craig steiner now has time each morning to enjoy breakfast, instead sitting in his car for a half-hour commute to work. last fall, the 30-year-old moved from the suburbs to this loft in downtown detroit minutes from his job. >> i can walk to work now, i can ride a bike. during the winter, i'm driving my car just because it can get kind of cold. >> reporter: steiner used a $20,000 stipend from his employer, blue cross/blue shield of michigan, to buy his $60,000 loft. >> that was crucial. otherwise, i wouldn't have been able to do it. >> reporter: blue cross is among a handful

in detroit, for example, there are 3,400 i.t. jobs opening in the detroit metro region.the challenge is that we haven't done enough in terms of re-- the work force, in terms of transsuggestionings -- transitioning from one career path to another. i know there are interesting programs underway to be scaled. the wayne community program has they bucket in instructors from around the world and trained people to move to the i.t. career track, and taiment it was done in a 16-week period and 73 people graduate the program and 27 of them have jobbed as a result of that. so we need to figure out from an education speftd how do we become better at retooling the work force domestically as we try to remain competitive globally when it comes to the immigration policy. >> four face -- ford faces a big challenge. you had to a core group of manufacturing as well as overseas. how do you make that balance what are the things that are make the united states a better place for you to locate things versus outside of the united states very specifically. >> a great question. build up of -- we
