talk about a solution honestly it's a small solution but it's a start democratic congressman jim mcdermott introduced legislation last week to place a tax on carbon emissions basically all those greenhouse gases that are being pumped into our skies by the energy industry congressman mcdermott's quote manage carbon price act of two thousand and twelve would require major producers of greenhouse gases like the coal oil and natural gas industries to purchase carbon credits from the treasury department depending on how much pollution they want to spew into the air so for every ton of carbon pollution they have to buy a credit to cover it. according to the brookings institute carbon credits would run at a price of roughly fifteen dollars per tonne of carbon on average the big five oil companies step around five hundred thousand tons of carbon pollution into the air every single day so that comes out to seven point five million dollars each day that the big five oil companies will have to pay to keep polluting as much as they currently are polluting and that might sound like a pretty hefty daily

mcdermott and the owners are not bound by these restrictions but based on the planning department notes these restrictions were in place. they ruled that this property was a two unit building rather than a three unit building. in fact a review of the history of the building permits issued on the property show it was consistently recced as a three unit building. in may of 2012 a report by the building inspection and three family dwelling. 498 hoffman and building code occupancys is r2 which is three residential units or more. although it's in a zoning district rh2, house to family, so in other words it was recognized recently as may of this year that this is a non conforming use but legal use as a three unit building. many other building inspection department permits were issued. in 1947 this is listed as a three unit building. in 1986 was listed as three unit building. the housing department shows it as three unit building. in 1999 an application was issued showing description of building, three units. less specific and i want to be honest with you is a report in the san francisco repor

yes. >> yes, congressman mcdermott. we looked a at the joint committee on taxation's revenue estimate from october. and we looked at the provisions that nay estimated and scored in terms of base broadening. they represented $209 billion out of the total business tax -- corporate tax expensetures of $545 billion. it was only 40%. that they actually scored. there was another billion of corporate tax expensetures that they had not yet estimated. so i'm actually relatively on the optimistic when you really take a hard look that you can get down to 28% and possibly 25%. when i look at the 1986 tax reform act, and i look at the base broadening that occurred from tax expenditures it was only 60% of the base broadening. 40% of the corporate base broadening in 1986 was not from tax expenditures. i think the tax, treasury and elsewhere if they look hard will be able to find additional base broadeners beyond the tax expenseture list. >> do you have that list? that $195 billion you talk about? can you tell me what are the pieces in

joining me now is congressman jim mcdermott, democrat from washington, and jared bernstein, an msnbc contributor, and former chief economist for vice president joe biden. thank you both for joining me tonight. >> thank you. >> good to be here. >> congressman, do you think one reason why republicans are not connecting with voters is because they don't seem to have any real answers about the jobs situation? >> well, it's very clear, reverend, that they simply don't even want to talk about it. because they know if there are jobs available, the president will look good. and they don't want him to look good. you always have to remember, number one, they don't want him to be re-elected. and if things get better or seem to be getting better, it's bad for them, from their point of view. so they're doing everything they can to prevent him. the fact that we can't pass a transportation bill that would bill highways and roads and transit systems and all those sorts of things and provide real jobs is because they don't want to get that done and make the president look good. and every indicator th
