i look forward to your questions. >> many thanks, commissioner mcdowell. it's nice to have you here, too. so i want to get into this whole issue if we could of political files. there was -- i'm sure you all read "the washington post" article this morning. and i'm -- i'm curious, chairman genachowski, where in your governing statute does it say that the fcc is -- or has responsibility or the authority over campaign finance issues? i'm kind of confused by this. >> sure. congress in 2002 directed required broadcasters to disclose information about campaign ads, et cetera, that was a cod fiction of fcc rules that had been in effect for a long time and the statute provides orders to the fcc to carry out those provisions. but if i could, the issue that is raised in this proceeding is part of a broad effort to move from paper to digital. in fact, the suggestion in the proposal that was made in october which was based on a widely praised report from about a year ago identified the broadcaster public file as one of the last pieces of disclosure that was purely on p

so, i guess that almost every single day, and this is something that obviously commissioner mcdowell is just back from hearing a lot about is the spectrum crunch. so i guess that i would love for you all to share some of your thoughts, you know, a lot of the broadcasters are in the room, but the other side of the spectrum crunch is that spectrum is also going to give a lot more people a lot more opportunities to many more platforms. so how do you all, what is your vision for the perhaps rules regarding the spectrum's options, and whether that may evolve over time, and how do we develop the policies so that those policies can be fluid and keep up with the technology as it changes. so i would just love for you all to share what you all think about the spectrum crunch ands a i mentioned commissioner mcdowell is just back from the wharf, and give us your global thoughts on that. >> well, it is a huge problem for anybody who owns a smartphone and you have connective ti that is not as fast as you would like it and as more technology gobbles up the spectrum, it is a frustrating part on cons

mcdowell? >> i believe you're speaking about the waiver process at the fcc. >> all right. >> and we had an interesting dialogue earlier regarding that. we do, we're taking this very seriously. we want to make sure that the waiver applications are as detailed as possible. so we truly understand what the hardships may or may not be for the applicants. we also want to keep it as streamlined as possible. this is a work in process, and we hope to be able to refine our process going forward, and learn a lot as we go. >> the process proceeding. >> i think it's proceeding fine thus far and we will make determinations as quickly as possible. on those waiver applications. >> well, thank you very much. and i appreciate folks sticking around. i look to counsel, to see if there's magic words i need to say. do i need to adjourn the hearing or -- >> this is the most power i've had in quite a while. if there's no objection from the other members of the committee, we'll keep the record open for two weeks. hear

as commissioner mcdowell has talked about wireless or land line, dozens and dozens of choices. it's remarkable to me that we're talking about given our limited ability to manage anything. that we think we can manage the internet and pick winners and losers. the market has worked well. and from what i hear with the players and stake holders in the market is that this threat of the government coming in and deciding how much they're going to charge based on bandwidth, not only affects the networks but eventually the contact providers will be told how to favor one versus another. so this is a big concern for me. and commissioner mcdowell, we hear monopoly talked about a lot in the wireless business, but how many how many purr chus them from providers other than verizon and at&t. >> perhaps half the marketplace is picking up providers other than the top two. >> i think we have a pretty remarkable and dynamic marketplace. and there's a good and growing case for lighter and lighter hand of regulation. not to go in and have no complaints and no problems, and violate the private propert

>> i believe so. >> yes. >> say yes, please. >> commissioner mcdowell? >> yes. >> -- commission never rose worth? >> yes. >> and commissioner pike? >> yes. >> excellent. and not much time either on that. this is for the chairman and it has to do with theabili mobilit fund. in the context of service reform, you and i have spoken about the importance that requireless services -- in rural areas, the fcc -- areas that are under served today. prior to our fcc actions to reform the universal service fund, our offices together discussed the importance of making sure that the fcc's efforts help bring wireless service to rural areas that do not have it now. but it's my understanding that the largest holders in my state of west virginia may not participate in this fund. my question is can the mobile fund serve places like west virginia even if local carriers refuse to take part, number one, and number two, if not what other steps could be taken to bring wireless services to these areas. >> we hope and expect that there will be broad participation in the upcoming a
