. >> it is called a metroplex initiative. in metroplex is a geographical area that has several major airports serving as several major metropolitan areas like the bay area. a want to do three things, making air travel control more efficient, reduce flight delays, and reduce emissions. this morning the acting faa administrator explained the plan to modernize the air space of the northern california airports in san francisco, oakland, san jose, and sacramento. it is the fifth largest air market in the country and it calls for next-generation technology for satellite based navigation rather than radar and having air-traffic controllers and pilots work together as well as reducing suggestion in the air space. this will mean increase safety and fewer delays. >> because we are reducing a lot of the noise in the system, the management challenges that we have by taking advantage of these advanced procedures. >> i know sometimes other airlines i have waited an hour and a half or two hours and that would be good if they could reduce th

which is the east side of the metroplex.nother tornado which we believe from radar is still under way moving toward the arlington area to the west of dallas, to the east of ft. worth. there's still a tornado warning in effect in the area of the ballpark there in arlington and throughout that central part of the metroplex. everybody should take cover there. as far as we know, that storm is still under way. yet another storm seems to be developing to the west of ft. worth. with a line that's coming through that will finally clear all this out here in the next hour or so. so three areas of concern. one southeast of dallas which seems to have dissipated. another to the southeast of ft. worth moving up toward arlington. in that central corridor involving tarrant county where ft. worth is. another to the west of ft. worth. another possible tornado developing there? >> are there warning systems in place to tell people in those regions what they need to do if they're affected? >> they're on continuous coverage in dallas. good pictur

worth, so things appear to be improving somewhat across the metroplex, but there is still now a line of storms that's coming between ft. worth and dallas, and there is a little rotation within that. so certainly there is still tornadic potential with that. the storms that we saw earlier are passing now to the north. they are moving up into the very northern part of the state of texas, moving away at about 25 miles an hour. here you're looking at video of the tornado that we saw earlier today. now, this was the storm that came up into dallas county, in the southeast side of dallas. you see the power flashes there. we've seen a pretty good bit of damage. most of what we've seen seems to be in the realm of ef-1 or ef-2 damage, so low to moderate in terms of the amount of damage. when you're looking at there is what we call the condensation funnel. that's the actual cloud that is formed by low pressure within that circulation, but then at the interface there, the bottom, that is the suction spot, the dust envelope, and it was not only dust but it was debris that was being picked up by th

as with my metroplex, this growth comes with growing plains. metro plex sites, by their nature, are located in busy metropolitan areas. nextgen use of satellite based technology is developing more efficient and direct routes in and out of these major airports. with this efficiency, comes a shorter travel time for passengers, fuel savings for airlines, and decreases in emissions for the environment. yet, these advances come with a he hefty -- hefty price tag. this development requires between $20-$27 billion in funding from 2012 to 2025. in addition to federal funding, private industries make significant investments in development of the aircraft upgrades and next generation capable aveonics. both as a member of this committee and ranking member of the house, science, space, and technology committee as well as a confer rei on -- conferee on the faa committee, i realize making the skies safer, less congested, and cleaner requires substantial investments. we must invest in the future, but we have to invest wisely. i'm concerned with the department

we have a lot of agricultural areas around, but we're the northern part of the metroplex. my question is, we also have our own public utility, denton municipal electric, and we have 40% of our electricity now for our city of 125,000-plus and two universities. 40% of all our energy comes from wind now. we partnered up with nextair energy, developed a wind farm where we have 72 generating windmills just north of the city. my question is, can the department of -- you mentioned that usda has, for agricultural areas, you work with folks for wind-generated power. would that work in a partnership-type arrangement with a municipality where we might partner with agricultural areas to develop an additional wind capacity we could sell to them? because we could do that. i've never thought of it. we just entered into this realm two years ago. that's my question. >> congress is basically restricted the geographic areas in which usda can invest resources to ensure that its primary focus is on rural areas. havingd

the heavy showers and storms, you see it over the dallas metroplex. they've had over five inches of rain yesterday. the rains continue this morning extending into a severe thunderstorm watch in parts of southeast texas. the rain goes all the way up to missouri and iowa. around here the cluster of storms we've been watching across northern maryland, the maryland-pennsylvania border during the overnight. we're going to continue to watch that move south and east. by noon we should be partly sunny. this afternoon can't rule out the isolated storm popping up. then tonight with the marine air coming back, we could have a shower but also see more fog returning like we have the last few nights. kind of like los angeles lately with the marine layer coming in and bringing the low clouds and fog. 74 today. some sun. chance of that afternoon storm. tonight we'll be back in the 50s. mid-70s tomorrow. afternoon storm. thursday and friday look pretty good, upper 70s to around 80. unsettled this weekend. temperatures cooling down into the 60s with showers and storms.

this is the only time i can think of this has occurred here in the metroplex.things like this can tend to happen. but you know, the area that this touched down, one tornado affected tarrant, articlington. another one was further east, southeast dallas. then another one in the town of forney. mainly the main populated areas of the metroplex are what was affected from these tornadoes. >> why do you think this is happening so often in the south or seemingly often i should say? >> this happened to be one of those days that everything happened to set up. this actually is the first severe event we even had across north texas this year. most of the severe weather has been off to our east. so this was kind of a change of pace compared to what we have seen over the last couple of years. >> you said before you were like shooting one tornado here and one tornado there. were you in a car? how does that work for you? >> i was -- i'm trying to keep the public safe, so i'm out watching these storms. the first tornado i had touched down, it was actually south of this home arou

i'm watch where these tornadoes are in relation to the metroplex.his one in the dl has area has -- in the dallas area has come close to i45 and i20. there will be a lot of transportation infrastructure that could be at risk. this storm is now head off to the southeast portion of dallas. that area around the gun probably the next 40 minutes or so. megyn: you can see that truck on its side. this our affiliate driving closer to the storm as the picture breaks up understandably. we'll check in with them as well as we talk to gregg for another minute. i want to ask you, one of our affiliate is reporting 18-wheelers were being seen thrown into the air by this tornado. would that be -- does that say anything about the strength or power of the twisters? >> reporter: as we saw this tornado move the last 10-15 minute we could see numerous power flashes with power lines being broken. wind speeds 100-plus miles per hour. it's not surprising you will see things thrown about including tractor trailers. they make for large objects that are easy to move about once
