yoichi sumiama. >> reporter: he's attended the annual memorial service in new york every year since.anslator: simple words cannot convey how i field about this. every time i come here all my memories come back to me. >> yoichi was 34 years old and worked as a banker at one of the twin towers. as soon as sumiyamaa heard the news of the attacks, he flew to new york, but there was no trace of his son's whereabouts. his death was not confirmed for six months. sumiyama was devastated. but three years later he found new purpose. he learned that the u.s. government had issued a report on the attacks. and to find out why his son had died, sumiyama beganan to translate it. more than 550 pages in english. sumiyama had only ever studied english in school. but never studied it abroad. the report was full of difficult words and sometimes he spent all night figuring o out how to translate just one sentence. >> translator: i w wanted t to the truth. it became my mission. >> reporter: by reading the report sumiyama learned how the hijackers were preparing the attack while pretending to lead normal l

yoichi masuzoe became tokyo's governor two years ago. he came to office in the wake of a financial scandal pledging to restore public trust. now he will leave embroiled in a scandal of his own. tomoko kamata has the details. >> reporter: former tokyo governor naoki inose announced his resignation at the end of 2013. stepping down after he admitted receiving $500,000 from a medical group without registering the money. then in came yoichi masuzoe. he was recommended by the ruling parties of the tokyo assembly. the liberal democratic party and komeito. he was a noted scholar in traditional politics. in the political arena he had experience. he served as health minister for years. the main issue in the election was how to win back public confidence after inose's resignation. >> translator: the people's trust in the tokyo government has been severely undermined by the scandal of the previous governor. i will do my best to restore public trust. >> reporter: masuzoe's tasks included preparing for the 2020 tokyo olympic and paralympic games. the

. >>> tokyo governor yoichi masuzoe has addressed allegations that he used an official expense account for personal uses. he says he will cover some of the costs himself. a weekly magazine aeged that he covered expenses for family vacations with funds ear-marked for political activities. an expense report shows that his now-defunct political organization spent around $3400 for two meetings at a hotel outside tokyo. the meetings were in january 2013 and january 2014, before he took office as governor. he says the expenses were for meetings held in hotel rooms with his aides. >> translator: i used rooms where my family was staying for meetings, which caused a misunderstanding. i am ashamed of that. >> he says the meetings were to plan strategies for the gubernatorial election and other matters. the expense report includes ten payments to restaurants. masuzoe says five of them were mistakenly listed as related to his political activities. he says he will remove those five payments from the report and cover the costs himself. >>> many japanese companies have released their earnings reports

members of the metropolitan assembly questioned yoichi masuzoe on tuesday and demanded a clear explanation. the governor repeatedly apologized but refused to step down. assembly members grilled him over the way he spent political funds, most of which came from angrier than you imagine. you just pity. >> translator: you as the governor bear an extremely ser responsibility. >> the spending includes family trips to a hotel near tokyo during the new year holidays two years in a row. he expensed the cost of dining and at least one of the occasions was for a family birthday. but he was also accused of using the money to buy over 100 pieces of art. the governor held a news conference on monday with two lawyers he commissioned to examine the allegations. the conclusion was all of the spending was legal but some of it was inappropriate. >> translator: it goes without saying that political funds are financed by taxpayers' money. this situation has been created simply through my own lack of virtue and i'm deeply remorseful. >> he has repeatedly said he'll take responsibility but few are convinced. >>

yoichi masuzoe. he was accused of using public money and political fund for private purposes. workers in tokyo have seen two governorors resigningg i i didi in just the last few years. masuzoe's predecessors naoki inose stepped down over an election scandal. he was in office for just over a year. for parties trying to decide who to resort, public trust is one of the main prerequisites. one high-profile candidate is yuriko koike. she announced last month b but e did so without consulting her party and is not being supported yet. support instead is being given to hiroroy aa masuda. it will be the first time in 17 years for the ldp to have more than one candidatenn t tokyo's race for governor. then there's kenji utsunomiya. it's his thihird time running f the governmement seat.. he's doing soo without the backing of any pololitical part. on the oppppositn side, four parties, the democratic party, japanese communist party, social democratic party, and the peoples life party, decided to back shuntaro torigoe.e. he's a journalist who has a profile as a broadcaster. on top of winning
