as it is the israelis fault, but
when you listen -- and martin
indyk in the interview we did
just the other day, martin was
very careful to say, you know,
look, i think blame is shared
equally, not with america, by
the way, and this is the
administration's argument.
we wanted to do this more than
either party, so they are sort
of blending both parties for
that.
but what you hear when you
actually go a little bit deeper
is a broad feeling in the
administration that israel has
the more powerful of the two
individuals, having more to
give, particularly signaling to
the palestinians, look, we know
the west bank is going to be
your state, so therefore, we are
going to stop settling in it.
doing all sorts of things over
the past month that signaled to
the palestinians or at the very
least gave them an excuse to
pull out of negotiations.
