prisoner list for the purpose of
census for districting
representatives, they live in
prison, not where they came from
and all across the country

black and brown men in the city
and move to the suburbs, they
can't vote outside of maine and
vermont.

bodies and those prisons that
can't vote.

this, they tend to vote
democrat, democratic out of
democratic cities and move to
more conservative areas where
they bolster republican
representation.
when new york state got rid of
the proposal republican slept
within the senate district
because they knew they would
lose a senate seat and added
extra seats to preserve some
degree of senatorial power.
