vargas is a retired u.s.
diplomat and army colonel.

union of washington state, and a
member of the community police
commission in seattle.
she wrote a letter urging the
justice department to launch an
investigation into the fatal
police shooting of antonio
zambrano-montes in pasco, saying
the local police probe was
needlessly focusing on his
activities prior to the
incident.
