>> reporter: ridership is declining at bart stations. whether it has to do with the cleanliness, safety issues we reported about. folks may be opting for uber and lyft to get around town. unfortunately the costs may be passed down to the riders. let's talk about the ridership numbers that have taken a hit the past few years. it has gone down since 2016 when it peaked at 128.5 million riders. the number in 2018 is 120 million riders. this is huge because ridership makes up two-thirds of operating costs according to parking lot. they are considering the fare increase over a six-year period. it is about a 16% increase over the six-year time period. parking lot is losing millions of dollars, costing $25 million annually.
