well, according to the state
attorney general, that is
exactly what two dozen
individuals and businesses did
ripping off taxpayers in the
process.
according to a grand jury
report, the so-called levy
organization headed by a man
named raphael levi illegally
obtained 1,000 fraudulent
pennsylvania license plates

14 businesses that operated a

ring here in the commonwealth of
pennsylvania.

phony plates would then be
rented out for $400 a month
