when you want to cook something and brown it gently, then mix a little bit of oil and a little bit ofgether. and do not make it too, too hot. while the first batch is slightly browning, just caramelizing a little bit, let's make a pestata. so here we have garlic... prosciutto -- thin sliced prosciutto. and the anchovies. i'm not finished with this, but i'm checking my veal. i don't want it overcooked. okay. and then i'll caramelize a little bit more when we're finishing with the sauce itself. and as you can see, it's not completely cooked. it still needs some cooking, but we'll finish it all. let's put the pestata in. you want all the flavors of the prosciutto to come out. you want the garlic to cook a little bit before we introduce any liquid at all. just spread it out. some sage leaves. sage and veal go very well together -- sage and chicken go very well together. and you put the whole leaves. you know, you say, "why didn't you put the leaves in the pestata?" well, sage has really an intense flavor and aroma -- but if you eat it and bite into, it could be a little bit overpowering.

i'd like to perhaps explain a little bit about why integrated approach is important. this is a picture of a relative small area of flooding in the north of england. small picture but i'd like to take you through. the first in the top left shows the source of the flooding. this is in windsor and it developed because a large area of largely rural of land got completely water logged and then during a storm event that water washed off that area into the urban area. the responsibility for managing that drainage lies with the local drainage authority, which is the drainage board. it flowed on to highways in the area -- you see in the top right picture highway flooding. responsibility for draining the highway is the local highway authority. it then flowed into the properties on the left of the picture. as soon as it crossed past the wall there into the property, the responsibility for that drainage shifted to the drainage -- the responsibility of the local water company, which is a private company responsible in part for draining property. it went in through the front doors o

i will talk a bit about what merchants and basically how we interact together. there is a lot about pieces of the puzzle. basically one of the things that's helped work in our neighborhood that i think should work in other neighborhoods is the cooperation that exists with the different organizations. wew merchant association and different people running around. we have police officers and city services and a lot didn't come together until somebody stepped up and took the initiative to make it come together. it doesn't take 50 people but it one person saysil make this happen that's all it takes to get something that works in a neighborhood. i will give you an example for why merchant associations work well together when the merchant association startd and didn't much about the neighborhood. we have our own problems here we have people breaking into our stores and people robbing the place. and the neighborhood has problems they are problems we didn't understand or know about. once you come together you say you don't have the separate problems all the time. we have
