member of the tenderloin community association and a resident of the tenderloin for 20 years. there is -- the recent actions of cpmc shows they are not participating by continually ignoring the demands of the community does not bode well as a future neighbor in our community. our community needs development and the cpmc hospital is a good project for us, but if they will not address the community's demands, like access to affordable care, prioritized local hiring, mitigate the traffic congestion that it will create in the neighborhood and contribute affordable housing for the community, how can we support this project? if cpmc is reneging in their social responsibility to help our low-income residents in our city, how can a community approve this hospital when cpmc does not plan to serve the poor? we urge you, honorable commissioners, please, not to approve this project unless they support the community. the tenderloin and the city does not want this hospital unless the cpmc opens its doors to our community. thank you and good night. i am a member of the health center community advisory board. i also think if anything, this package is too small. i can see more than a few things missing i have never heard of any remediation for the homeless center, which is clearly going to be impacted. that is just one example. i urge you to see this and work out from it. perhaps that is another wild dream. remember, if cpmc finds this package to be too large, they can always modified, and the remediation package will also adjust. they have the choice. when i was a medical professional, i never imagined that my five-year plan would include addressing the planning commission, but i have to say i have enjoyed it over the years. >> is there additional public comment spam of seeing none, public comment is " -- public comments? seeing none, public comment is closed. miguel: i want to take this together with a few comments on the press release and mr. brown's testimony this evening. first on the mayor's request, the statement is the st. luke's

communities. have the youth say it. i see a lot of youth parents taking them to school because they are afraid they won't see their child again. it starts in the community. this meeting is really great. you are preaching to the choir. we need to speak to the youth. i have seen violence on the bus of a kid showing off a weapon in the bay view. people don't want to change and they don't want to be labeled. we are not protected. you have to be careful on what you see. you can't say what you see at all times. if you live in the community and you see something. you have to understand people are not telling things because they are not protected of the we have to understand, what we can do about it is put police officers on the buses from the high crime areas going to the schools so they can be on the bus that's what they need. we need to put them on the buses so they feel comfortable going to school. >> that's right. i want to introduce tracy brown in the audience >> stand up >> the dc y. and it's going to be tracy's job to think abo

a prevention-prepared community is a group of concerned citizens that come together and meet, and they all have the same focus around substance abuse prevention. any community can decide it is time to make the change, and let's really try to get... let's try to rally around and energize our neighbors to address this before we have the accidents, before we have the traffic crashes, before we lose more young people to substance abuse and all the things that come with that. the coalition is willing to come together and go through training together to make sure that they are looking at the data and the information about their community and assessing it in the correct way. and then coming up with a plan or a project that addresses their needs. i really like the idea of building the positive. it is sort of like building health instead of treating a disease. some of the specific challenges at a coalition level or a community level: engaging the key leaders, engaging the grandparents, parents of kids, and all of the sectors. bringing them in and then giving each of them a role to play and keep

we are a community. when we realize and move in the direction of being a human's and having this human experience, connecting together, really be each other's keeper, then san francisco begins to drive. i also learned through the endorsement process -- you go through this process to get endorsed from different popes -- different folks, or no endorsement. having a broad base. we have a choice of voting in san francisco. there were 21 candidates. no clear front-runner. no major person with a heavy political experience. no person that carried the heavy downtown interest or big business. you had a lot of candidates on an even keel. what i felt quickly was the strategy to being successful was to build coalitions, and also to approach your communication in a multi land will approach. in my district, it is one of the most ethnically diverse parts of san francisco. we incorporated that. my campaign team was diverse. i had seniors. i had young people. i had different types of volunteers. i had folks that could sp

that is why we're calling on cpmc to negotiate a community benefits agreement directly with san franciscostakeholders that builds on and extends beyond the mayor's proposed conditions. why do we need a development agreement and a community benefits agreement? well, cpmc's long history of disregarding workers' interests and reneging on its commitment to the community should establish a community project a top priority. it will add an additional layer of enforcements and accountability directly to the community. as you know, the city does not have enforcement mechanisms. this is the first time that the city's actually going to have a big health industry in san francisco. therefore, the future of our health care, our neighborhoods and the future of good permanent jobs for thousands of workers, most of whom are women of color and immigrants, depend upon it. cpmc's poised to play the dominant role in san francisco's healthcare system for the next 30 years. we really got to think about long term of san francisco's health care. the best way to guarantee that san francisco's needs are met is tone

this was a community-based unit in the east bay, and patients are admitted on a voluntary basis only. if this was available, it would be a perfect place for this patient. soccer is closing the unit in about a year, allegedly because it is not profitable enough. like a tree is not glamorous and true. it is often an -- psychiatry is not a glamorous and true. they have the responsibility to the community to provide mental health care to those who need it most. i urge the commission to consider a mental health needs in our community when considering plans for this nonprofit industry. thank you. [applause] >> good evening, a planning commission. i am representing dr. river. she actually had to leave to help out on copyright good and -- held out. the company does provide charity. it is cutting it is charity do skilled nursing facilities. the resolution was supported by the commission and the board of supervisors for incorporation on the basis of approval. this requires them to provide medical necessities to low- income patients. the city must allow this in order to maximize the bottom line.

we want a long-term community center that can survive for the long term. we've heard a lot of testimony today in terms of the financial stability that the 50 units would create. from my perspective, we want something there that continues to be stable in the neighborhood and provides services to children in the neighborhood. second, booker t. washington's proposed project is a very unique model. it has wraparound services for the transitional aged youth and their children and also the school aged youth who have access to the after-school programs. this is unique. it is a unique public-private partnership. as a resident of district two, i support public-private partnerships. this will leverage the public dollars to go long term and work with non-profit community organizations that have a strong track record from party washington to first place for use. i urge you to support the project. >> where is the middle school located questio? -- where is the little school located? you do not see those in competition? it helps to create a vibrant community, but is that

i'm a retired physician who served this community for over 35 years and i'm a member of physicians organizingcommittee. i referred many patients to st. luke's back when it was a full complement of services and was licensed for 227 beds. as the current census results from a decade of dismantling to the point where cpmc's planned hospital is a mere 80 beds, there are no fewer people living in the south market area than 10 years ago. they still suffer heart attacks, g.i. bleeds, strokes and severe asthma attacks. this is 2 1/2 times likely to die in the first year there as babies in the rest of the city. the hospital cares for patient occupations with a high incidence of work-related injuries, cooks, landscapers, truck drivers, warehouse workers. yet, the workmen's comp contract was not renewed. the clinic doctor was laid off, the occupational and hand therapy services were closed. there was not even a casting room anymore for broken bones. the planning commission must ensure that these services are restored. bay view hunters point accounts for more children than any other zip code. the mission

a community school. every school has a full range the services. the district can't do it alone. school is center of community and really owned as a place by the community. i had i wonderful, i think we can do that. in great britain, they are going to have all community schools. it's what my colleague, jim dierck, is doing. we need to turn every school into a community school. i had a fabulous opportunity to visit this school. it's for kids who have failed in every way. it's colead by the cb on. they do the counseling. vocational work. the district is the class teaching. they have somebody at their side all the time to help with the needs of the student and the principle and cbo get up and meet every morning. they were total partners in making this a community school. then i will be through. i had the opportunity to go to another school at 9 o'clock at night where i thought it was going to be closed. i walk into the school in upper manhattan and it is lit up like a christmas tree. we have to light up every school. it changed the whole neighborhood. it was a beacon of wonderfulness

i am a community of record nadir. -- i am a community leader. our members have been scared to death about coming to our mosque just to pray or attend one of our dinners. it is to a point where many of the members don't want to come to our center. they go to santa clara, fremont, or elsewhere. they say they don't want to be spied upon. you have to do something to increase the trust between the community and the san francisco police department. also, what i am really upset about is while this hearing is going on, why is the fbi not present? as a coordinator, i go to many commissions. i have gone to the entertainment commission hearing were the fbi serves no purpose. they were there. maybe we should have free food next time. please, they should be here. this is something that relates to them. the entertainment commission has nothing to do with them. they should be here discussing with you. if we are wrong, they should address that in front of us. thank you very much. community. the director has a meeting with community representatives on june 14. therefore, we would respectfully request a continuance of the resolution until that meeting. chairperson mar: thank you, ms. rogers. supervisor kim: thank you for including me at your committee meeting. good afternoon. i am sponsoring a resolution urging the planning commission to incorporate the western soma community plan and the objectives of the community stabilization policy accepted by the task force in 2009. this is why my office is involved. the central market revitalization and attraction of businesses sparked a conversation on how to do development without displacement. the reason there was an initiative around the tax exclusion to attract new businesses to the area has created a spirited discussion. the south of market and western soma area has evolved to become a vibrant mixed-use and mixed- income community. this pattern of development, which developed organically, is the type urban planners are attempting to replicate in developments across the city. a summary of the main

community. jane, what is a prevention-prepared community? that is a really good question, ivette, and it is a term i think we are going to be hearing a lot more. the notion of a prevention-prepared community is all of the systems in the community, be they the health care sector, the business sector, families, schools, neighborhoods, law enforcement, they are all prepared to create a prevention system for the community that really does increase the likelihood that everybody will be making an important contribution together and rates of these problems will actually decrease over time. dr. greene, you mentioned screening and brief interventions. many people in the audience may not know what this program is all about. do you want to tell us a little more? i will be happy to, yvette. one of the things that howard university and howard university hospital has identified was that we have a large population of at-risk drinkers, substance abuse patients, and that we wanted to find a way to try to really help our population. we didn't have enough socia

i have never seen such a strong advocate for his community. he is always there for south of market. he is always they're not only for his project but everybody else's product. he is a true hero in the south of market area. thank you very much for your great dedication. we have a positive relationship with the community. whether it's through a contract or not and utilize that relationship and help plan this with us. with the colin strategy. lanny homes called in and called in the relationships with our community providers. we wound up having a call in with the providers. we focussed on youth already there and needed these connections and engagements with service providers. you are sitting in juvenile hall. you are upset about getting blamed and not having enough time with your family, the probation officer. not knowing. but figuring you might get released. you are called in and there are 30 folks sitting there are for you. opening their doors to you with a whole wide array of services that you can latch on to. we have had 3 of these sessions and spend a whole morning and take units by units into the auditorium. and then they are provided with the list of all of the agency who were there. and we incorporate that into the release plan. it's a plan in the works. i notice one the areas where it's working?

is there a way that the community can be compensated? the facilities plan, i know i read that and i have been asking a lot of the residents here. it is written, but i am not sure if it is actually happening. >> maybe i can address that again. proceeds that exceed the cost of operations goes on to say that surplus funds should be used for a variety of things like that. where chosen not to charge. we have chosen to subsidize its. we have to have a conversation about how to charge them enough money. we only get about $475,000 including the building. the cost of 800,000. we will have to raise all of those grants. that has been the problem, there is no surplus. >> because that did not work, moving forward, i am not for increasing that. i want to make sure that outside of this community, this business plan we are talking about, the jobs being created based on what is happening at the plant, we can come together and give back to our youth that is actually graduating. that is something that i would like to see move forward. there are enough creat

[applause] >> welcome to this point guard in v -- vista point guard. there are a lot of people who are not here today who contributed to make this possible. there are a lot of other people who come here and work and put in various parts of the garden, especially the unsung heroes of the volunteers in the neighborhood. working together and staying focused, this neighborhood has reached out and made partnerships with the city. we have worked together. we get more done that way. it is a real synergy. these gardens to them exist five years ago. they were all neglected, blighted, like a cross the street where you still see areas that can be in crude -- improved. we just need a vision. the public gardens connect us to natural beauty. they give us a sense of community pride. they provide habitats for bees, butterflies, and birds. they represent what is best in us as a community. the bench represents a window on the past. it was once a curb in downtown san francisco. we've simply connected it

and the community personalities in the community. we had a meeting last month and one thing i told the community and the merchants is that many of these people have very creative ideas for the district, but what i was saying is that they look at the opportunity to coalesce the collective energy for months after months. they are working together to have a more consistent footpath. they're coming together and in the monthly meetings, we inform the community about the meetings and allow them the opportunity to share so that we can be a better board. >> i think the merchants who are not members should find some ability to outreach to those merchants, so they can assist them be on the border. >> one thing that we do, we are going door by door to make certain that everyone is aware of the merchants meeting, and we involve them in the process. we have done this and we will continue to reach out to all those businesses. and the people who are not active enough can be more vigilant. >> the good news is that i see that night time, we see a change in th
