credit rating from if aaa to the aa+.policy making becoming less stable, less effective and less predictable due to the political ballots on cap doll hill -- battles on capitol hill that revolved around the nation's debt. how concerned should we be that history will repeat itself senate let's find out from one of the people that made that call back in 2011. john chambers was s&p's sovereign ratings committee hair at -- chair at the time. he joins us now. wow, i'd love to know what was going on in the room where it happened back then in 2011. what was the tipping point that got you and your team to say we've got to downgrade u.s. credit? >> well, of course, it was a committee decision, and the committee at the time lowered the rating of the u.s. government are from aa to aa+ for two reasons, and they were two reasons that you cited. one was the fractious nature of the debate around the debt ceiling and the pact that you could have a very clear path to default which was only narrowly avoided, and the other was the fiscal tr

you have two at aa+ and one at aaa. there will be some impact. i do not think it will be significant. if you think of the reasons a lot of different investors invest in treasuries, you have income, edging, ratings. in the u.s. i do not think the ratings matter for foreign investors, to some extent they will. it is not a huge negative impact i would see from the treasury or perspective of this. rishaad: talk about this debate of the debt ceiling and these negotiations. there is a feeling out there that the price of the republicans are able to extract from the government, the biden administration will determine how high junk bond yields go. do you have that belief as well? >> not really, i think to some extent obviously negotiations will drive market sentiment, but from a longer-term perspective, i think once we get through the debt ceiling and assuming we are not looking at a technical default here, the markets will go back to fundamentals in terms of the impact of higher rates, slowing economy and potential default cycle we will see in the next c

aaa credit rating on watch. it is a sign of growing unease about the country's ability to avert a first-ever default. let's bring in bloomberg's jill desis with the details. what is the current status of these talks? >> time, it does seem like we have not made a lot of progress, especially over the last few days. mccarthy signaled optimism there, but negotiators were met for four hours and to my emerging from that with any sense that we have moved significantly closer to something before the deadline. we are getting closer and closer to the june 1 ask date -- x date. he saw fit in them on watch. historically, we have been in the situation before. congress and the white house seem to like bringing things right down to the wire and making 11th hour decisions here. ultimately, we still have a long way to go. after this gets through negotiations with biden and mccarthy, we still have congress to pass this kind of legislation through. ultimately, we are still not incredibly close it seems to getting something done he
