>> governor abbott: we will see.e have first responders there, we have what's called texas task force one, texas task force to cope doing sir search and rescue missions as well as texas national guard who were there. they are going door to door throughout neighborhoods and rockport and across the entire region and so we will have some more reports that will come out today but i will tell you in that particular region there were a lot of warnings to evacuate. there was a large number of evacuations from that area and those evacuations likely saved a whole lot of lives. >> chris: the gulf coast in addition to all these folks in their homes, the gulf coast also accounts for about a fifth of this nations crude oil production and almost half of our oil refinery facilities. what can you tell us i hit that your energy sector has taken and what impact will that have on supplies and prices? >> governor abbott: i've spoken with leaders of some of these companies. they are very experienced in dealing with challenges like this.

are you getting timely requests from governor abbott? are you getting everything you need from the state in order to have a rapid, active-duty federal military response? is this going fast enough? you see people in the water now for days. gov. witham: absolutely. in many cases, -- >> is the governor giving you what you need? gov. witham: the governor asked for assistance. everything we believe, the analysis we have done, everything governor abbott has done in terms of asking for assistance, especially as you look at the weather impacts. when you look at search-and-rescue, we had a hard time putting up rotary wing assets in terms of the search-and-rescue. so whether a phased approach and then literally civilian authorities recognizing the magnitude of the event in texas and then asking for the assistance. >> has the magnitude been recognized fast enough? debatable.: that is i would say that in many cases it has been. , but any time you look at a historical record flooding that is occurring here, normally, the planning we do at state level

and we are at any moment awaiting comments from the texas governor, greg abbott. that's why we have the small screen in the corner. we'll take you there when it happens. thanks, rosa. let's head south to galveston, texas, where we find ed lavandera, you, too, experiencing these bands of rain that come and go. what's happening now? >> reporter: this has been a steady band on the outer edge of this storm. it's been bringing rainfall like this, not overly heavy but it is steady and consistent and it's a decent amount of rain. you can definitely see as we were able to do a pass on several of the roadways and venture into the island a little bit a little while ago, get a sense that it has very much the potential cause a lot of flashflooding and cover up some roadways. that's the kind of thing that emergency teams and officials up and down the coast are worried about as this day progresses and the amount of rainfall continues to drop on this region. so that will be something that they're worried about as well. the port of galveston here remains closed, a couple of cruis

the department of transportation is doing everything possible to support governor abbott and the people of texas. we are making available more than $100 million in financial support to meet the infrastructure needs of texas. there is approximately 353 million in pending department of transportation funds available to texas between today and the end of the fiscal year, october 1, september 30. the department has over 40 staff ground, air, transit, railways, water ways on the ground coordinating, getting transit assets back up and running, finding drivers for buss and trucks, for example, and a team from the federal highways administration has been on the ground before the storm even made landfall providing technical assistance to the texas department of transportation. we are working with the state of texas to reopen the airports. so far as you have heard corpus christi, new orleans, houston hobby and victoria are open in some capacity. beaumont airport remains closed except for military flights. roads in the impacted areas continue to be inundated with water with many closures. we are l
