that is one where there is an aclu report. for the most part, we do not really have resources to do opinion tracking around the globe. one thing that is interesting is that there was a report done by the international commission, they set up a panel . they spent three years traveling the globe talking to countries yohave had trouble with terrorism, including the united states, israel, argentina. talking to the about how they have changed their laws. their conclusions are quite critical of the united states and other countries, too. their primary conclusion is that terrorism is not that exceptional problem. it does not really warrant a country like the united states rowing aside an entire structure of law -- throwing aside an entire structure of law. they thought the countries that did the best and confronting the threat of terrorism or the countries that stuck to their own concept of the rule of law. tavis: if the american people are willing to accept this erosion of their democracy in the name of being safer, what do you do?

i'm joined by katie o'connor, with the aclu voting rights project.itics at occidental college. great to have both of you with us tonight. this story is one that gets my blood boiling because it's about suppressing the voices of americans across this country. miss o'connor, your reaction? is this the tip of the iceberg of the justice department? >> i'm hopeful it is and hopeful it turns the tide on the way of voter suppression efforts we've seen over the past few years. the department of justice under section 5 still has several other laws it can refuse to preclear. most notably the voter i.d. law that's coming out of texas but also alabama and mississippi have those laws as well. and also the department of justice can bring section 2 claims in court to challenge the same sorts of laws for those states that aren't subject to section 5. so i'm hopeful that that's exactly what they're going to do. >> and katie, are you confident that they will do these kinds of things? >> you know, i really believe %-pthe tide is about to turn. i think we've done a grea

joining us, the director of the aclu.to see you. >> thank you. >> did the changes to the bill substantively effect your concerns about effect on civil liberties? >> no, i think it was an awful bill before and it is an awful bill now. it is a bill that would make permanent as -- make permanent in american law a fixture of worldwide detention without trial. it is a bill that further militarized counter terrorism policy, makes it harder to close guantanamo. and it is astonishing and disappointing the president is withdrawing the veto threat. >> what's the difference from somebody picked up on suspicion of terrorism? what would be the difference in being treated as somebody who's in military custody versus somebody being treated in the normal court system? >> well, there are all sorts of human rights ramifications of military custody, but i think it is worthwhile to focus on the national security ramifications. as you mention, many of the people that objected to this language are people who have national security credentials,

. >> you are the policy director on the death penalty for the aclu in northern california. can you share with us how the efforts are happening in the united states and whether there is a healthy effort in the state of california? >> this is a great time to work on the issue of the death penalty. every day we get closer and closer to ending the death penalty in california and across the country and indeed, across the world. several states have into the death penalty in the last four years. most recently, the state of illinois into the death penalty in march of this year. [applause] we are now at the time when 16 states, puerto rico and the district of columbia do not have the death penalty. many more states are addressing this issue, connecticut and montana, colorado, kansas, these are all states that have had bills in their legislature to into the death penalty that have moved through least one house in some cases, both houses. connecticut passed a bill a couple of years ago to end the death penalty that was vetoed by the then republican governor who is no longer in office.
