let's start with our own jessica aguirre anchoring our coverage from the rock springs neighborhood. jessica? >> reporter: janelle, that is the question that a lot of residents are asking, why they didn't know sooner what happened. there's been a steady stream of residents coming in and out, carrying whatever they can from their homes. this is the rock springs neighborhood, one of the most severely impacted. this is still one of the areas that's under an evacuation order. let me show you what they're trying to do to fix that. what you're seeing is the city of san jose. in all the flooding, the sewage pump got overflowed. so that has been knocked out. they're now using this orange pump that's a temporary sewage pump. that's what they've been using to try to get rid of all the sewage and mud that's been on the ground here. they are now efforting also to get the other pump, the real pump working. and once that pump is up and working and all the sewage is gone, that's when people can start moving back here in their neighborhood. it is dry here on the ground. but there are parts that are
