you have to put pieces together to effectively deploy and employed an air force. the first thing you need is a goal or objective. what we hope to do with these weapons? have the enemy compelled to force clausewitz, but this is something we need as an endgame. this is problematic. let us talk about this more. you need an ample supply of bombs. there is the batman. you need a bunch of these, hundreds, to do an effective bombing campaign. you also need the debility -- the ability to deliver bombs, and trained aircrew who can do these things, who are competent and able to employ their air trains, hit the target, and hopefully return. specificneed information about a given target. these are huge bombs, 20 -- 20 kilotons. it still matters are you drop the bomb depending on the nature of the target. you have to have good intelligence about russian industry, that is who we are going to fight, to conduct a bombing campaign. you are also going to need logistics, supporting airfield, instruction, mechanics, anger spaces, bombs, all these things that are part and parcel of mod

so this amendment directs that the air force is able to use contractor services to ensure that there is enough training capacity to train air national guard pilots to fly r.p.a.'s in order to keep pace with active duty pilot training. we know that air force has had difficulty training r.p.a. pilots fast enough to meet operational demands, and so one way to correct that deficiency is to use the private sector to augment the training that the air force provides directly. north dakota general atomics, manufacturer of the predator and the reaper, is building a training academy to train pilots. it's at the grand forks air force base. it's in a technology park on the grand forks air force base. they are going to train pilots for their foreign military sales. so for aircraft, in essence, predators and reapers that have been purchased by our military allies -- france, england, italy , netherlands, i think maybe australia. there is a whole litany of our allies that are now using r.p.a.'s and general atomics will actually conduct that training at grand forks air force base. it's grand sky techn
