we've got our friends in aljazeera america joining you guess this hour. have you got good news for them? >> it's going to get better across the carolinas, absolutely incredible weather, the state government referred to it as a once in a thousand year event. it is suggested that is certainly the case within the last four or five days, if not in a 24 hour period. in more detail, there you can see on the satellite imagery, what's left of joaquin, which brought really warm air in across the carolinas. it coincided with a cold front and it all came together in the worst possible way. you still see cloud across the carolinas. there is still rain coming down associated with this area of low pressure. it is a situation which is improving, which is just as well, because across south carolina, the situation pretty desperate. you have floodwaters in some areas still rising, certainly river flooding remains an issue. vast amounts of rain coming down, certainly across carolina between charleston there, but things are improving. north carolina just 50 millimeters in th

. >> mike lyons, our contributor here at aljazeera america joins us now. this is a major change for the president. what prompted him to change his mind? >> i think it had a lot to do with the afghan government. this started months ago, the negotiations for keeping troops there. i know he wants to bring those soldiers home, but the situation in afghanistan doesn't dictate it, especially what happened in kunduz the past few days. the military's been pushing for it. it's the right move. >> what is likely to be the mission and strategy for these u.s. troops, will it be the same as now, will it increase, and how much does having 5500 troops there versus 9500 really make a difference? >> i think it does. the military wanted at least 5,000. the 5500 gives them a little wiggle room but allows them to put in different locations, leave some troops in the north where the alliance once, focus on kabul and the capital. kandahar, we can't forget the taliban is there, what's around the corner isis is. >> these will be trainers job green berets, black ops guys, calling in
