gavin newsom thank you all for coming out. -- mayor newsom: thank you all for coming out. i want to thank all of you for being willing to once again allow the city to try new things. it was not that many years ago that we could not put a peace sign up at the panhandle. we could not put a spider on top of city hall, and we could not even put a giant foot down at the embarcadero. folks, in san francisco, for all our progressive politics and our aggressive policies, there's just something about public art where we are not always as progressive as we should be. i made the distinction "public art." there is something about putting something on the streets and sidewalks that is incredibly personal to san franciscans, and as a consequence, incredibly controversial. when i came into office, one of my firm commitments was to break the rules. and i say that in a loving way, that the idea was that if we could not win by the current rules of the game, we either had to challenge those roles or change them. so what we did is we tried to reinvent our focus on public art by finding a loop

all right. not only is this an incredibly important and spectacular work by one of the world's most important artists, but as my 4-year-old daughter who goes to day care in the basement of city hall said here, that is really could. and i think we can all agree. i am going to ask the artist to speak next. a city is only as great as its people. san francisco is a great city. and its cultural life is only as great as its artists and the creativity, inspiration and things they bring to the life here. we are glad to be able to call him one of our own. i thank all the mayors that are here and all of you for taking the time to be here. from our perspective, there are few things more important than this. at the end of the day, what we are really talking about, what we are organizing around is job creation and economic development, reducing the costs not only to government, but reducing the cost to individual businesses, large and small, that want to reduce their energy bill at the same time we advance our environmental principles and advance our collective goals. as many of you know, san francisco has a low global climate action plan. basically all that is is the formal plan that 3043 other mayors -- at 1043 other mayors have signed to robot greenhouse gas unless it -- emissions to 1990 levels by 2012. we have done that through -- in small part in terms of that reduction. that is energy efficiency. that is the low hanging fruit. that is the easy part of this effort. we have some very ambitious goals nationwide. about half of that, most objective analysis has been done that shows that half of that can be achieved thro

it's an historic structure, all kinds of issues. i said that's the same thing i hear business people say all the time, but we make them do the right thing. so if you cannot do it, city hall, i will do it myself. so i wrote a check, and we put that temporary ramp, which has been made a permanent ramp, that is still there today, and made that chamber accessible. that is not to impress you but to impress upon you that i recognize that when we got here as a supervisor, we had a lot more to do that i could ever imagine. we worked to get more van taxis. we worked to focus on making sure the decision was made real. we worked to make sure there were more buses, signals, and the like, but when i became mayor, i had a little more leverage. here is just some of the things we have done just to highlight the point. we started with boating because there's no more principled thing there. in 2004, we made some progress, but just north of half of our polling places were accessible with accessible boating equipment. today, i'm proud to say, we are no
