one of them right here, allegheny county, where pittsburgh is. now, remember, if you do, there was this court issue that prohibited the officials in allegheny county from going over. they have about 35,000. they came in today with about 35,000 mail-in ballots. they couldn't touch them yesterday, and they couldn't touch most of them under this court ruling until 5:00 p.m. today. so most of the 35,000, they are just getting to in the last few hours. there was a slice, though, that they were able to report out tonight. and joe biden got in excess of 70% of them. so again, just that story we keep telling of wherever there is mail ballot vote being reported in pennsylvania, joe biden is gaining considerable ground because he is winning the overwhelming share of it. he's winning 75% of it statewide. he got more than 70% of it in this update from allegheny county. so that's one of the reasons why he built on his lead tonight. we also just in the last couple minutes got a much smaller update, but we got it from delaware county outside of philadelphia. an

start in allegheny. what we know in allegheny third quarter say there are 20,000 mail-in ballots they're working on right now and getting us results from. now, they've released some of the results so far, and biden is winning in the high 0770s, clos to 80. if they've got 20,000 mail-in votes left and if you say biden gets 80% of them, then that would be 16,000 for biden and 4,000 for trump. it would be a net gain of 12,000, right? 16 minus 4. it would be a net gain of 12,000 votes for joe biden on the remaining mail-in ballots in allegheny county. if you take a 12,000 vote gain for biden, that will push his statewide lead to basically 40,000 votes, give or take. 40,000 votes would be joe biden's statewide lead on the roughly remaining absentee ballots in pittsburgh, allegheny county is what i really meant to say there. in philadelphia, we have outstanding votes in philadelphia as well. the story is the same in philadelphia. overwhelmingly, these an senn tee ballots are going for joe biden. in fact, in ph

allegheny county, 22,000, roughly, that we expect. we did get data in from allegheny overnight. that was about 3,000 votes, stephanie. and that was leaning 21% for trump. you're not going to make up the difference in the state if you're down by 28,000 votes by only getting 21% of the vote. so, very quickly, just looking at the remaining vote for you here, steph. we have allegheny right now, big yellow bubble, means there's a lot of remaining vote there. philadelphia as well. in philadelphia county, for instance, let me just show you some of the numbers related to what's outstanding -- 27,000, almost, when we look at pennsylvania. so, there's a lot to look at right now. pennsylvania is very key. 35,000, by the way, in allegheny, was the number of expected mail-in ballots and absentee ballots to be counted. we got about 17,000 after they started counting at 5:00 p.m. yesterday. again, leaning heavily towards biden, as these are heavily democratic areas. >> thank you, richard. mark, i need you to answer the question all of us are being asked by our family members. the results keep

there are 35,000 mail-in ballots in allegheny county that are outstanding.he reason why the majority of those ballots, 29,000 ballots cannot be counted today because of a court order involving the fact that 29,000 ballots were sent out incorrectly in allegheny county, they had this issue about three weeks ago, 29,000 mail-in ballots were sent out incorrectly to folks in that county, the judge said that the 29,000 ballots cannot be counted until after friday because friday is the deadline for people to be able to receive mail-in ballots. we know that they are saying they are doing administrative work, the administrative work involves the fact that they have just sit through 29,000 ballots to put one pile of the corrected ballots that were sent in, another pile of people who may have sent in the incorrect ballot and a third pile for people who may have sent a corrected and an incorrect ballots of this was a error from a third party vendor three weeks ago in allegheny county, they misprinted some information and people got incorrect ballots of the administrativ

i can actually talk about allegheny. we should do that because it's interesting -- we're talking about 120,000 or so votes out there remaining. there is a trunk of votes in allegheny county that right now the mail-in votes that they are not counting. and let me explain them a little bit. back when allegheny county started sending out mail-in ballots to people in their county, long before the election, there was a printing error. they made a mistake. so they had to send out 29,000 new ballots to those same people. well, two gop congressional running for congress, they sued allegheny county and their board of elections for the way that they -- the way the board of elections handled this issue. they then settled in court, and the settlement said these votes are valid, but they can't start counting them until 5:00 tonight. and when they count them, they have to open them up and do the way they have been doing all of the mail-in ballots. but they also will have to check those voter rolls and make sure that that voter didn't v

he is getting close to 60% already in allegheny county.il in ballots, he is consistently getting a higher percentage, sometimes much higher percentage than winning county wide because overall totals include the big election day turnout. if you go through the counties, modest increase of 160 votes for the president, but every county today and yesterday, and biden builds. modest leads, with votes out based on percentages he is getting, you can project out maybe 40,000, some in pennsylvania thinking higher than 50,000 will be the ultimate end of it. we'll see that end of the day. the final number is significant if thinking of recount or challenges. when you stretch a number like that even in a big state like this, 3.3 million votes, you start getting about 10, 15, 20, history tells you that's a number that's most unlikely to be overturned. may find 12 votes here or there tabulated wrong, but once you get to 10,000, gets almost impossible. >> that's the history we're pretty familiar with. brian todd joining us from pittsburgh now in allegheny

and then the geography. 30,000 plus out here, allegheny county.ts, the total has been significantly higher than that because of the disproportionate voting for democrats. pam was talking about, move the state up here, modest number in philadelphia than i thought, making progress there, but still 30,000 plus here. joe biden's getting 81% and again in the mail-in ballot count it's been higher than that. remember in the rest of these ballots the president has to get 60% plus and these are all in places where joe biden is winning. pam mentioned a modest amount in bucks county. modest amount left in montgomery county. modest amount in chester and delaware county. these are the suburban collar counties, all blue, all for biden, some by 60% or more. when we see the mail-in ballots it has been higher. luzerne county is a president that the president carried with 56%, 57% if you round up. however here when the mail-in ballots have come in biden has been leading. they have been disproportionately democrats voting by mail-in ballots. for the sake of argument

we do, when we drill down on, it we expect it to be coming out of allegheny county at least, and alleghenyhe big focus of interest in pittsburgh, and that area, because it is a largely blue county, and so far, when we drill down, allegheny, they've got about 22,000 estimated remaining votes to come on in. and that could be more, it could be less, we are getting the reporting coming out, they're looking at provisionals as well, when will they bring that in, how will they bring that in, it is not only that we're looking at allegheny, of interest in pennsylvania, there of course is the philadelphia metro area, and we take a look at philadelphia county, and that's 27,000 votes there, and then all said, when you look at what might be possible, that we'll learn about, is this 270,000 estimated remaining votes that we might get some data in, at the top of 9:00 a.m. eastern, and as many of our viewers and you know very well, stephanie, pennsylvania, it is so important, because it is the single state left right now, that whoever wins it, becomes the next president of the united states. >> david, he

statement two, allegheny county, there is a nuance there. i think it speeds to the broader narrative that it's gotten a bit hysterical at times, certainly not from you, brian, but i have seen a little bit online about this. folks thought when the allegheny county clerks went home a couple of days ago and didn't process these ballots, all of a sudden there was something nefarious going on, something bad was happening, when in fact they were doing what the law required. there was a court order in place that said they couldn't begin processing these, i think it's roughly 35,000 ballots or so, until today. they are following the rules. they are doing what they are supposed to do. allegheny county executive, county chief executive fitzgerald is doing a terrific job there. we have to recognize that laws are being followed, clerks are working hard. of course, it would have been good to have a little bit more time at the beginning of this process, but ultimately the most important thing here is that we get it right, that we follow the law, the will

allegheny county where i am being the other one. overnight, allegheny county finished counting its nearly 350,000 mail-in ballots. they have about 35,000 that they'll have to go through by hand tomorrow to review. but this is a significant chunk that's done in western p.a. back in philadelphia, they haven't updated us since yesterday afternoon. they were expecting other updates throughout the evening. there's been this stark contrast as i sat inside the warehouse near pittsburgh yesterday watching and listening as every update came through almost every hour. but philadelphia hasn't been communicating with us in that same way. another 20,000 ballots just now this morning which means they've got about another 100,000 left to go. about a little less than 800,000 now left to go across this state. all of this comes as the trump campaign has filed some lawsuits looking for more transparency in the process. the secretary of state says that none of these trump lawsuits are going to impact the vote count. they're not anticipate anything halt

in philadelphia and allegheny counties, there were over 682,000 ballots tabulated outside the view of our observers who are entitled by law to reviews those ballots. we believe a meaningful review of those could discern that there were ballots that were easily -- illegally counted. what we are seeking at this point is to join the secretary thetate to certified results before they are tabulated so we can obtain it for meaningful review and discern within the 682,000 ballots at least and may be more, whether or not there was disparate treatment for republican voters and democrat voters in the state and whether democrat voters are disproportionately allowed to cure or fix ballots in their -- some locations and not others. even at a minute level today, we are very close, very close to the automatic recount statute in pennsylvania. this lawsuit itself could change that or swing that small discrepancy. this is relief we are seeking at this time but i would also urge the press and those out there that this is step one of a process. we are within our rights to look into these irregularities a
