melanie alnwick has the details. >> reporter: kids and families are still visiting the reston zoo andinteracting with the animals even though the zoo's director was arrested friday. 26-year-old megan mogensen is charged with animal cruelty and possession of a controlled substance because of an incident with a wallaby back in january. a usda inspection say said it had severe face and head injury. officials told inspectors it was euthanize wade drug that had not been approved. but another person at the reston zoo told fairfax county police a different story. jet allegations were brought to our attention when a wallaby died at the zoo and there was suspicions and circumstances around that death that caused someone to tip the police department off. >> reporter: a search warrant says the person who contacted police put the injured wallaby in a crate and notified mogensen. others allegedly saw her walking off with the crated wallab. the tipster later found an empty crate, and a trash bag in a dumpster with a dead, wet wallaby. others say there was poor record keeping and shallers with sharp

melanie alnwick has more. >> reporter: good morning. we are talking about what is called the secure communities program. this is a program that requires local police to share fingerprint information with federal immigration officials and it has been rolling out across the country in phases. it is scheduled to take effect in the district and that is why the city council plans to take up this emergency legislation to tell local officials, local police and public safety officials that it is okay to ignore those federal requirements. opponents of the program say that secure communities can lead to racial profiling and fear among immigrant communities. last fall, d.c. mayor vincent gray signed an executive order saying that d.c. public safety fills will not ask about or send information about immigration status to the feds except when the status is pertinent to a criminal investigation. but immigrations and customs ebb forcement is press ago head asking the security communities requirement program state by state, city by city. phil mendelsoh

melanie alnwick is live at the wilson build being that story. >> reporter: dc officials are trying to do what they can to resist what is called the secure communities and their new regulations. the program is supposed to be focused on identifying and deporting illegal immigrants with criminal records and set to take effect in the district today. there are concerns new rules may lead to more fear and less cooperation, with police among immigrant communities last fall,mayor grey tried to make it clear dc public safety officials would not enchoir about the immigration -- enchoir about the immigration status of the suspect, he signed an executive order but police do still send fingerprints of those arrested, the secure communities program has the fbi sending the prints to department of homeland security so they can check on a suspects immigration status. ice can then request local police and jails hold those people so they can be picked up by ice agents and those are called detainers. the program will be activated in dc today and councilman mendhelson wants emergency lend sleigh that woul

melanie alnwick has the details. >> reporter: we're talking about the secure communities program andt requires local police demeanors among other things to share fingerprint information of people that they have arrested with immigration officials. now, last fall, mayor gray made it very clear that he didn't think that d.c. police should or would comply with this program and now councilman mend he would son's bill is going to build upon that a little bit. it was last fall when mayor gray signed an executive order saying d.c. public safety officials will not ask about or send information about immigration status except when the status is pertinent for a federal investigation. but immigration is pressing ahead activating the requirement state by state, city by city. it is scheduled to take effect into the district of columbia today. opponents of the program say it leads to racial profiling and fear in immigrant communities. >> police rely on the trust of those community members that their immigration status will not be threatened by their cooperation in local law enforcement investigati

melanie alnwick with answers for us. good morning. >> good morning allison. mary che is now the acting chairman and will call a special meeting of the council a week from today they will choose one of the at large members, michael brown, david catania, vincente orange to become interim council chair and they would need to hold a city wide election probably this fall to find a replacement for kwame brown. kwame brown himself was surrounded by reporters and photographers as he left his office in the wilson building late in the evening he spent the entire day in closed door meetings in council with staff. prosecutors charged brown yesterday with lying about his income and false fying documents, in order to take home equity loans and a boat loan six years ago. that is considered bank fraud a felony. rumors of a deal with federal prosecutors dogged brown for days and he publicly said he had no plans to resign. hours after he left city hall he relinquished in a letter to council secretary writing in part, i have made serious mistakes in judgment for which i will ta
