wesh 2' s amanda ober reports. amanda: orange county spends $7.7 million annually to fight homelessness. mayor teresa jacobs hired an outside expert to figure out if major jacobs: i think it' s important to also know when do advice. and that' s what we' ve done . michelle: -- amanda: barbara poppe, former head of a national council on homelessness looked at the 23 programs funded by the county. while she found a strong commitment to homeless services she also concluded 44% of the , money is not going to those most at risk. two programs that come under fire in this report are orange county' s own family resource and crisis assistance programs. combined, they receive over $3 million from the county but the , report claims the assistance they give out does not go to families at imminent risk of homelessness. mayor jacobs says those programs and others will be required to switch their focus to a housing first approach major jacobs: having this report, and shedding the light on how we' re doing, is extrememly beneificia

amanda ketchledge is live in the newsroom with the latest. amanda-- landon-- the last overflow shelter had copper stolen...causing the water, heat and power to not work inside the building. so while the city has identified a possible new location, there's work needing to be done on that in the meantime, volunteers of america staff is accommodating people in their warming centers. sandy isham, development and community relations officer for volunteers of america: "in there they're safe and they're warm, but they're sitting up at a table. so it's not as ideal as sleeping in a bed." elaine wiseman, management analyst for city of reno: "there's that complication obviously. however we have great community partners that have stepped up and provided additional beds." northern nevada hopes and the reno sparks gospel mission have provided nearly 50 additional beds to temporarily help the shortage of space. but the city and the v-o-a both say it's crucial to get a news overflow shelter up and running because it prevents people from freezing out in the
