now amelia segal is out live looking at the sidewalks and the conditions and how cold it is.ou now amelia? >> reporter: well, still here in reston. an as you would expect from all the snow we've had, the frigid temperatures very snow i, very cold. and still treacherous in spots here this morning. i have my ir thermometer taking the impressive bitterly cold temperature all morning around the reston area. right now will sidewalk is coming in at minus 20 degrees fahrenheit. so when surfaces are this cold, salt does not work. so if you have to walk to work make sure you have on a good pair of boots and do the penguin walk so you're not slipping on any ice. where we're facing is more toward downtown reston. we are on new dominion parkway. you can see the sun coming up with clear skies. because of the clear skies, how dry it is outside, this is why temperatures are so cold. i have to say though the winds here are not an issue and they really haven't been all morning. so that is terrific news. even when the wind blows a little bit, it makes it feel even worse outside. and you can se

amelia segal asked when the radar . >> this morning, we are hearing and seeing a toddler rescued in utah. the lid up down in a submerged car. this is the body camera foodage from first responders showing the rescue. they noticed the driver was dead. firefighters pulled what seems to be a small lifeless body out car and pass passed her to safety and began infant cpr before heading to the hospital. >> we have been doing cpr on her. she has been throwing up a little bit. >> she rolled into the river. >> under water. >> the doctors and nurses took over and just four days later this is lily. laughing and playing with her father just a few hours before she was released from the hospital. many first responders remember hearing a distinct voice calling them to the area. amazing. >> blue bell ice cream is linked to three deaths. they issued a recall after five people in kansas were infected with the listeria bacteria. the bacteria has been found at the main factory in texas. the recall this is where it comes down to. it does not affect blue bell pints, cups or half gallons. if you are confused by

amelia segal joins us live from the reston parkway. >> reporter: we're here just north of the dulles toll road. my photojournalist larry said driving out here was white increase he will driving. roads were snow covered on the dulles toll road. and there were a lot of snowy spots, as well, just getting out of the district. i have my ir thermometer. i tested it against my hand and the heat in our live truck. and what i'm going to do now i'll point it at the sidewalk here. the sidewalk is coming in the temperature here minus 15 degrees fahrenheit. it is frigid out here. that's the surface temperature, but just to give you an idea. and because the surfaces are so cold you can see the sidewalk is still covered in snow and the roads seeing much of the same issue. you saw a lot of trucks out trying to treat the roads, but about a the temperatures are so cold salt is less effectity and it's making it so difficult to clear. this is the reston parkway. as the sun comes up that will help to clear surfaces. but we were be looking at a lot of slick spots heading out this morning. and it is frigid
