military trainers to a fifth new training location in iraq in anbar province at the air base, which is just south of habanniyah. that's where iraqis have been working and a counter offensive to retake ramadi. we're telling you that the troops are doing more than just routine training. they're basically there to help coordinate the offensive and turn the tide of battle against isil. they'll be providing intelligence mission command. they'll be advising the iraqi troops on how to proceed as they go back to take back ramadi, and also importantly they'll be reaching out and trying to mobilize the sunni tribes in the area to get them involved in the fight as well. essentially the u.s. has taken a look at what went wrong when isil retook ramadi, and tried to address some of those problems. they're giving them additional weapons, including anti-tank weapons because isil has shown recently that it's weapon of choice is a big vehicle bombs and they need those. they've been trying to address the lack of communication that caused the iraqi troops who were in ramadi to scatter when they weren't su

for the most casual of observers, it might seem that isil do have the upper hand in anbar province. that's not to say that the iraqi security forces are on the back food. they have taken territory and they are fighting back. one of the big things that the isil are using are these car bombs. now, this is a real big issue. you heard my colleague there talk about the americans speeding up anti tank weapons as a way of combat these car bombs. there's script six here in baghdad that the americans will deliver those weapons anytime soon. the americans have promised for a very long time speeding delivery and it just hasn't happened so the skepticism among the baghdad military circles that the americans will deliver these weapons too. war bombs are being used with great effect by isil and we have seen that again here today. >> remind us how much ground isil does control across iraq and syria. >> it controls ramadi and the city of mosul which it took just under a year ago. now in fact, also parts of the countryside between mosul and raqqa in syria and it's taking over more territory as it go

it will also reportedly start up a new training site for iraqi troops in anbar province. it will increase training sites in iraq from four to five. patty, there are some 3,000 american troops already there in iraq as trainers and advisors. why is there a push for more now and does this represent a change in strategy? >>reporter: not necessarily. we don't know that yet. let me explain that. the president has complained saying they are not training the iraqi forces fast enough and he's put the blame on the iraqi government saying that we have the capacity to train more. they're just not getting us the recruits. so this is showing the president thinks they need more trainers on the ground but what's important is where the training is. that's another location in anbar province seeming to indicate they're going to try to target sunni soldiers. so here's the big question and why i say we don't know if this is a change in strategy. the president has resisted all calls from people from sunni tribes, some here in the united states to directly arm and train the sunnis. he's insiste

what is changing are the 450 advisers who are will be going to the air base in anbar province. but they're basically advising and helping to provide informational and intelligence support to that will be tasked to take ramadi from isil control. they're not going to be ingauging with any training on the ground at that air base. you its important to note that the work that is going to be done with those members of the sunni community who want to be a part of the overall fighting force is going to be done under the auspices of the national army under baghdad's direction. this is not the u.s. going in unilaterally and training those who want to take up arms against isil. it's more of a revision of an i don't know going policy of providing support and additional assistance to the overall iraqi military. regardless of whether they are shia sunni or kurdish. >> they weren't very clear will they be sending arms directly it sunni tribes? >> well, as we understand it there is going to be a ramp up of this deployment of weapons to sunni forces. but again that's going to go through baghdad

what would be your response to any decision to send as many as 400 more trainers to anbar province and basically reopen a base there? >> i think the key word is trainers and the key issue is can the iraqi security forces do the job. the strategy all long has been clear, it's been air support and intelligence from the americans, coalition forces but the fighting on the ground has to be iraqi troops. and so far they haven't met the test. but, you know there's a lot of temptation, a lot of talk about we should send in more troops and those kinds of things large numbers of combat troops and advanced spotters. the problem is once we do that isis has won. they want this to be a war between america and islam, and we just can't fall into that trap. so i think what's being discussed today at the white house is an important step. we need to have these trained troops. but it's not going to be easy. of course the other piece is that the government in baghdad has to gain the confidence of the sunni tribes in anbar province. as long as isis is swimming in a friendly sea, then we're just not going to
