and mayor murray. the mayor of my city i grew up in. i just came from celebrating my mothers 90th birtday in seattle and it is wonderful to see their parks. growing as all these cities grow. this is a great time to have this conference in san francisco. i'm proud to host it here and proud of the reck and park and commission and parks alliance and trust for public lands and all our private partners working together with us to not only expand, to maintain, to reutilize and refresh open spaces in our city. just this weekend as you were here opening we had sunday streets over in the bay view and it is exciting to always find out how people are celebrating those sunday streets. i know the other cities do that as well and it isn't just enough for us as a city to have the parks that we do have. we have to kick over streets once in a while and make sure those streets exhibit the kind of friendliness for at least a sunday to imagine and have our kids and families imagine how it is to play in open spaces without the challenges of the congested tra

and there is tension there. the city in the last three budget cycles the mayor and the board authorized 5% cumulative cola over those three years for non-profit organizations to address organizational cost increases whether wages, benefits or non salary increases so the difference between the 13% growth that you see here over this six year period and the 5% cola -- one way to think about it that increased investment represents increased services that the city is asked of them during the period. as i indicated earlier this is a very diverse group of providers of course, not just the services they provide and not just the departments they contract with, but also just in terms of the makeup of the organizations. one of the variances is the size of the different non-profit organizations so we often talk about them in one breath but they're a varied group. this chart is showing the bars here reflect total spending by the city on contracts in these different tiers so you can see we spend $102 million on contracts of less than

well, everybody welcome to city hall and welcome to our aopinionment for the city college. time and time again i said to the entire city that our education institutions are at the sent orf eeconomic and talent search andtle ant creationism when wree face would crisis in the city and people when together we find out what we are all made of and we know we have done this for our san francisco city college. we are here today with the chancellor, with all of our trust aeees both special and unspecial. we are here with catty tang and a member of the supervisors current and former is here as well. our school board as well and just peem who have supported our education, our treasures here today to again as his expression as many of our elected officials have joined with me to make sure that we are not just supporting our city college, we are making it the best it could be because of thatd strong partnership we have, the trust. if we are educating everyone we will have a world class city and this is what we always believed and the crisis we face brought us together in the right way.

and city building conducting outreach and classes. they are also looking at holding spshlzed weekend courses that develop the workforce. similarly they are working with the industry and other community partners that build the pipeline. as an example, as i understand it the -- electricians with the apprenticeship. a bit about the changes to the city and county of san francisco ordinance. as some of you may have aware there have been amendments that have been approved by the board of supervisors back in december and signed by the mayor many these changes do become effective on july 1, 2015. with the exception i believe of two aspects that's currently implemented on an immediate basis with those having to do with studies of preference programs, the remainder of the ordinance will take effect july 1st. some of the significant changes that happened to be taken into effect are an overall 40 percent contracts and these are overall basis with a 20 percent micro lbe subset to that 40 percent. but what impacts certainly ocii significantly are t

you mentioned the state association of counties and the the california league of cities -- are they going to raise awareness of our bay area legislation? >> i sit on the public works committee of the league and i've found there's not a a you a u.n. imity of opinion and i think at least at the outset it sounds like it appears their focus is really on identifying funding and reinvestment in the state's transportation system particularly with a focus on highways and our task is to bring into those forums an awareness we all need that investment but how can we work together to to weave that message -- i wouldn't say that it's there yet. >> and you mentioned we have to keep up the education work on like speeding cameras and technology and lowering the flexibility for local areas to reduce their speed limits to save lives and i wanted to ask also since i brought it up and i know we we may be doing similar things to new to new york city's districts and safe routes to seniors type programs but just knowing what we can do to increase the zone of safety around areas like senior centers where we've

these are a shared strategies for the city and as well as the public strategies for the city and thinking about all the ways that the city engages with the public. major components through the plan and through the annual process koit makes recommendations annually to the next 2 fiscal years. all projects are evaluated based on their impact and supportive it plans strategical that are out lined here and goal one was established as the highest priority for us to be focused on which is support, maintain and secure critical infrastructure. followed by increased sufficiency and effectiveness and improved access and transparency. through the budgeting process koits provides funding for a number of sources. the annual allocation to address all of general fund needs. one of the biggest highlights is the i guess of major project funding for several major legacy systems. so the addition of this allocation has increased the general fund sources the in this plan by $91 million and approximately 200% increase from what we have identified 2 years ago in the plan. and the last two categories, the sponso

do right by non-profit workers and the city's moral imperative and the city can afford it and san francisco is experiencing economic growth in the country and the controller's budget report that was just released projected an end year balance of $250 million but the people providing these critical services to san franciscans who need it the most they're not seeing any of that money. for the 10 year period cited inflationary costs have sky rocketed for non-profits and increased 143% for some cases and average rent in san francisco went over average of 80% and cpi increased 24% and the non-profits between 2009 and 12 received zero funding which basically is a cut and we're left every budget season during the process fighting for scraps and maybe getting 1.5% here and there and it's not sustainable and we need a permanent solution to provide adequate stable funding for non-profits and as larry said we hear reports from the field of non-profit workers and reliant on the services they provide to their clients. it's a disgrace and i want to point out since we'r

so at this moment i'd like to thank the children's funds coalition, the our children and our city stake holders group, the mayor's office, the superintendent's office, supervisor avalos' ofrs and the youth commission and many other people that were involved. we have made a number of amendments to the composition of the council and to further clarify its functions and duties so we had introduced this over a month ago and been working with all these different people to strengthen the language so we would have a successful council. so let me go through some of the amendments without going through every one of them, but just in general. the most significant change is the size of the council. originally we had the mayor was to appoint up to 18 city members, including himself, 18 and then there were going to be 18 san francisco unified school district members and 18 public members. almost everybody agreed that this body with 18, 18 and 18 would be way too large. and then even though we're cutting it to 14 we also realize this will be large, but it's to be inclusive. we needed to do this. so w

and a number of the cities with really high speed are also high density cities the same as san francisco so proximity to the network is definitely a plus for getting high speed and what's emerging also is the private sector moving into hybrids and fiberoptic hybrids more fiber now but still some cable and verizon working on a system like this and google has gotten into the business and they are not technically an internet service provider but they are constructing networks and then they link up certain neighborhoods with cables to the premises. at and t with its u-verse is moving into this network. and you mentioned monkey brains that's an example of where there's other challenges with that approach in terms of getting access to utility poles or rights of way. and public private partnerships are emerges also and i mentioned stockholm and the city of seattle is exploring that opportunity where they could lease out network and so that's another option when looking at it but it offers the possibility of more competition between providers meeting the city's future i

, and in this case was a person that worked here at city hall and many of us knew and we will pass this legislation in her memory to make sure no other resident are at risk so yee thank you for your work and i am excited to pass this legislation today. >> thank you. supervisor mar. >> thank you for bringing this forward. i think it's a really important issue. in general i think distracted driving of tour buses and other large vehicles if not regulated properly can be a serious safety threat to pedestrians and our city. i think there's a lot of unfinished business with tour businesses city wide. in the richmond district we had several tour and casino bus issues including two years ago when they changed route on 12th avenue and snapped wires and severely injured people on a quiet residential street. i want to say on tenth avenue near clement buses pile up in front of playgrounds and schools as well as laying over and i think at times really harming the safety but also the 88ness of the area. i think this legislation is important to pass and i

i then programmers and developers in the city. and further scrambling to find enough space so for example salesforces hopefully going to be moving into a new office tower within the next couple of years and even bloomberg is opening r&d facility south of market being near the tech corridor door. so medical research biotechnology along with social media and apps are really fueling this group growth. along with university of california, san francisco medical school is expanding its research and clinical footprint. let me briefly mention a few others. austin the second and is the most consistent performer in our top five. it's a night dynamic generator of jobs in the technology sector. just to give you a sense of the consistency among it ranked first third and ninth in job growth respectively from 2008 through 2003. in 2003 and year-over-year in august of this year. also it has very high wage growth. another part of the country, also in the west about polo was in the top three and really between san francisco boston and provo they wer

has and services and regulation and guidance that the city has in looking at the full scope of purchasing and so, you know, as in any piece of legislation that you know, takes on something, that big and new, there has been a lot of wrinkles and a lot bumps in the process of trying to get regulation and get a scope and get the law to work. and a lot of the early years of this piece of legislation worked you know, trying to partner with the purchasing department with the oca and develop regulations and actually, get a grip around the industry which did not or has not garment industry which is the first group which was very resistant to being regulated right? and made, many effort to avoid and regulation and that knew that san francisco is just one public enty among many that purchases items from them and so the city took a leadership position in working to try to be a convener and to reach out to through the mayor's office and through the board of supervisor to other cities and state to sort of come together to try to look at a higher standards in the garment industry and

we need to make sure those thingerize clear and dealt with [inaudible] [inaudible] plagued our city for far too long. so, i have a couple of things that i want to see happen and a lot of these rementdations have already been made both by the former community police relations board as well at the nacp when reverend brown talked about when we barack [inaudible] the 300 new officers we expect on the streets. we need to make sure these officers are coming from the community and san francisco who understand the challenge of communities and how to respect while policing in the communities. the other thing is yes, we need cultural training. we need to make sure we are training people to understand we are all different. we expect you to reexpect those differences. not oppose those differences. if you have a problem with those differences, we are not indiana so you can kick rock jz go somewhere else. the point is we need to make sure that training isn't a training that can come and go dependent on budget cuts. it needs to be a required training just like the academy has driving classes and all t

permanent structural fix i am committed to convene that type of group with non-profits and labor and city departments as well and really looking at creating permanent fix that assures funding and stability to create a safety net that we can be proud of, a healthy and thriving safety net that has human beings and our community at the center of it. i also wanted to say too the shorter term issue that many brought up as we go through the budget process that we're starting with our major hearings today i am also really in agreement with many that we need for the next two years an increase, strong and reasonable increase within our budget and my hope is that the increase isn't contingent of a creation of a longer term solution with this working group but that we need the increase now over the next two years and i think it's really clear that the problem is complex, but i don't want to see continuation year after year of the at times humiliating and disempowering efforts that go on. i want to see an empowered safety net with human beings paid a living wage and valued as professionals in the com

and it's really kind of interesting, and serious problem we have in the city. we are talking about from 2005 to 2015 and in 2005 we have 834 children homelessness, and only then we keep saying homelessness because it's busy words. we are not talking about homelessness [inaudible]. because the city doesn't see, more than 500 families living in sro hotels. this is a big number we are talking about hundreds and hundreds of children homelessness. it's time for the city and mayor and officials to put in more effort. put in more money for better housing for all the homeless families. we do outreach in the shelters and pretty much two or three hours a week talking to families. to be a part of the plan and to be a part of the meetings to decide how we want to tell the city to create and end the homelessness in san francisco, please supervisors, put in more effort and attention to this issue, because we need more housing for homeless families and children. thank you very much and have a great evening. >> thank you, any other members of the public would like to speak. >>

and you can see the numbers, millions of dollars come into the had city because we maintain and create open spaces and parks and maintain historic iconic ones we already have that are the signature for many generations. it is a very netesting conversation about steady stream of revenue that has to be matched by the fill philanthropic, the dollars and i'm excited to be philanthopy as part of that because that is also voters and people interetc.ed in high squault parks. when you have over 33 parks in the city, now [inaudible] from the private sector because of the generosity of google and [inaudible] coming together to fund those. you anyhow you have people that are really invested in the quality of this and so it is a great time to have this conversation because ult mltlyimately i think people want that steady stream and also want the philanthopy and understand the role from health to education to tourism, to just equality of life and the roll of parks being at the center of our infrastructure and quality of what we want the city to be. i'm glad to not only

and fair families in partnership. that work i took with me to the city of see -- seattle as a strategic advisor, and i got the earlier learnings from that with a group of individuals who were looking to see what did it mean when preschool family, child care, the city, the school district came together to collaborate on one issue and what we called it was a problem of praktsz, and the problem of practice that we decided to study was what did it mean to do citywide professional development for individuals who had the same vision but were going at it in different ways, and we took a good two years to look at how we could do things together, how we could leverage our strength instead of spending time talking about what divided us. we took that also to create a second group collaborative which was around assessing children which is really tricky and emotional for people with children from 0 -5 years of age, we were able to come together that whatever we decided to do around assessment, it would be culturally competent and open for review at different times as we went on with the process. i now am fortunate to be here for f
