and mayor murray. the mayor of my city i grew up in. i just came from celebrating my mothers 90th birtday in seattle and it is wonderful to see their parks. growing as all these cities grow. this is a great time to have this conference in san francisco. i'm proud to host it here and proud of the reck and park and commission and parks alliance and trust for public lands and all our private partners working together with us to not only expand, to maintain, to reutilize and refresh open spaces in our city. just this weekend as you were here opening we had sunday streets over in the bay view and it is exciting to always find out how people are celebrating those sunday streets. i know the other cities do that as well and it isn't just enough for us as a city to have the parks that we do have. we have to kick over streets once in a while and make sure those streets exhibit the kind of friendliness for at least a sunday to imagine and have our kids and families imagine how it is to play in open spaces without the challenges of the congested tra

and there is tension there. the city in the last three budget cycles the mayor and the board authorized 5% cumulative cola over those three years for non-profit organizations to address organizational cost increases whether wages, benefits or non salary increases so the difference between the 13% growth that you see here over this six year period and the 5% cola -- one way to think about it that increased investment represents increased services that the city is asked of them during the period. as i indicated earlier this is a very diverse group of providers of course, not just the services they provide and not just the departments they contract with, but also just in terms of the makeup of the organizations. one of the variances is the size of the different non-profit organizations so we often talk about them in one breath but they're a varied group. this chart is showing the bars here reflect total spending by the city on contracts in these different tiers so you can see we spend $102 million on contracts of less than

so at this moment i'd like to thank the children's funds coalition, the our children and our city stake holders group, the mayor's office, the superintendent's office, supervisor avalos' ofrs and the youth commission and many other people that were involved. we have made a number of amendments to the composition of the council and to further clarify its functions and duties so we had introduced this over a month ago and been working with all these different people to strengthen the language so we would have a successful council. so let me go through some of the amendments without going through every one of them, but just in general. the most significant change is the size of the council. originally we had the mayor was to appoint up to 18 city members, including himself, 18 and then there were going to be 18 san francisco unified school district members and 18 public members. almost everybody agreed that this body with 18, 18 and 18 would be way too large. and then even though we're cutting it to 14 we also realize this will be large, but it's to be inclusive. we needed to do this. so w

and a number of the cities with really high speed are also high density cities the same as san francisco so proximity to the network is definitely a plus for getting high speed and what's emerging also is the private sector moving into hybrids and fiberoptic hybrids more fiber now but still some cable and verizon working on a system like this and google has gotten into the business and they are not technically an internet service provider but they are constructing networks and then they link up certain neighborhoods with cables to the premises. at and t with its u-verse is moving into this network. and you mentioned monkey brains that's an example of where there's other challenges with that approach in terms of getting access to utility poles or rights of way. and public private partnerships are emerges also and i mentioned stockholm and the city of seattle is exploring that opportunity where they could lease out network and so that's another option when looking at it but it offers the possibility of more competition between providers meeting the city's future i

and fair families in partnership. that work i took with me to the city of see -- seattle as a strategic advisor, and i got the earlier learnings from that with a group of individuals who were looking to see what did it mean when preschool family, child care, the city, the school district came together to collaborate on one issue and what we called it was a problem of praktsz, and the problem of practice that we decided to study was what did it mean to do citywide professional development for individuals who had the same vision but were going at it in different ways, and we took a good two years to look at how we could do things together, how we could leverage our strength instead of spending time talking about what divided us. we took that also to create a second group collaborative which was around assessing children which is really tricky and emotional for people with children from 0 -5 years of age, we were able to come together that whatever we decided to do around assessment, it would be culturally competent and open for review at different times as we went on with the process. i now am fortunate to be here for f
