joining us, andrea mitchell. how are our nato allies trying to trump-proof themselves?ne, give ukraine what they did not give ukraine a year ago at the last summit which is an unreversible path to nato membership and to move defense coordination from u.s. leadership to germany and coordinate a much more robust defense partnership to train, build and coordinate ukraine's military with nato requirements so that ukraine's military builds up to qualifying for nato. one big concern when we talk about donald trump is want just what he said at his rally in florida, which he did not know about nato before he became president, and also repeating the false hood that europe is not stepping up to its requirements. europe has -- nato has 23 countries out of the 32 and two are brand-new members meeting that 2% spending requirement. most of that from 9 to 23 has been expanded under the first years of joe biden, not under donald trump. also viktor orban, the nato member who has just been in beijing and just been in moscow, the two, you know, china, the ally that is helping putin expand

here's andrea mitchell. >> a day, everyone. you are watching an nbc news vessel coverage of the assassination attempt on donald j trump. we now have an image of the alleged shooter. the fbi has identified him as 20-year-old pennsylvania resident thomas matthew crooks , a resident of bethel park, pennsylvania. about one hour from the site of the rally. he was shot at the scene by secret service snipers and is dead. this all played out tragically, horrifically yesterday at a trump campaign rally in butler, pennsylvania. officials say crooks opened fire, wounding donald trump while he was on stage. the fbi is calling this an assassination attempt. that rally site, now a crime scene. three members of the audience were also struck. one is dead and two others remain at a local hospital in critical condition. according to the local health network, here is the moment as it happened. >> if you want to really see something sad, take a look at what happened -- >> as you can see, trump was immediately surrounded by secret service agents. t

let's go to andrea mitchell, never seen anything like this, fair to say, there's no precedent. i wonder what you are hearing and what you are thinking today? >> i'm thinking about joe biden and the democratic party. i started covering joe biden when i was a local reporter in pennsylvania and as the new senator from delaware, he was the next senator from pennsylvania and you know how deep his roots are in scranton and then when i was the senate correspondent for consequential times, the iraq war and before that, the clarence thomas hearings, the ups and downs, and hillary clinton, when i was covering the campaign, i think the importance is, how they handle it from now on. what i'm thinking about most of all though, is joe biden, the legacy he keeps talking about was not relevant in the context of his obvious physical and at times, cognitive, problems. whether it was aging, something else, the stammer, which still affected his speech, whatever happened to him in that debate and since in the news conference, things that were disturbing to party leaders, democrats were worried and
