andrew: yes, i think that is important.hey are going to start hiking rates at a time when inflation is close to zero. there will be a forward-looking element to what they do. they will start looking through the near-term inflation rate readings and i think they want to gradually tighten policy so that they do not have to go faster they do not have to -- traditionally, the fed starts a bit late and goes faster. matt: are they doing that now? shouldn't they have started a couple of years ago, really, in order to gradually tighten? wouldn't it have been advantageous in the end of 2011 or 2012? andrew: look at the growth profile. we don't have growth overheating. roger will decline in terms of unemployment. inflation is going to be very low. from pimco's point of view, the timing looks about right. it is going to be shallower compared to history. given the challenges they have had, from our point of view, the timing looks pretty good judged by the macro data that we see. matt: obviously, the oil situation is very different. and

andrews was arrested when he was visiting his apartment on friday. andrews, who came out covered with a sheet wearing the same clothes in the security videos. they showed him lugging a suitcase. reportedly the same one found with a body at 11th and mission. a police source also says andrews had his i.d. card when he was detained. police had to let him go when prosecutors said they didn't have enough evidence to charge him. >> very tough case. from what i know they don't know the identify of the victim. >> this is the fran police homicide detective. >> the main thing is to try to fine out who this person was. >> the medical examiner already has dna from the body. now they need dna from his parents. >> get dna samples from the missing person's parents or relatives and they can develop profiles and have the scientists determine whether they are relatives to the person -- the deceased important. >>> security videos and a suitcase with a headless torso. a person of interest and a possible victim. still missing, the crime scene. it's somewhere. police have

mark andrews was the only suspect in this disturbing death. and he died saturday after admitting himself into a hospital. our source says they wanted to keep him under observation for several days. baugh published report says he died later in the hospital of septic shock related to drugs. a big obstacle to solving this gruesome crime. >> certainly he was a suspect in this case. so it makes it, you know difficult trying to track down probably a crime scene or other evidence that we're looking into. >> police found the suitcase with a headless torso january 28th. a leg was discovered in a garbage bin across the street. the 54-year-old transient was arrested two days later. he was visiting a friend mark kiever who lives there. but on tuesday police released andrews because prosecutors said they didn't have enough evidence to formally charge them. kievers said andrews visited him at his apartment this weekend, the day before he died. proclaiming his innocence. >> i said hi how you doing. good to see you're home. he said yeah, i didn't do it. i don

. >> reporter: well, police believe mark andrews is behind this grisly crime. his arrest is a major development in this case, but the mystery remains as to the i'd fix of that dismembered body. an anonymous tip to police about the suspect's whereabouts. hours later, andrews was escorted out of a building in the tenderloin, with a white sheet over his head and face friday night. by saturday morning, he was facing a murder charge in connection with the body parts first discovered in a suitcase earlier this week. more remains were later found in a nearby crash can. >> he was booked on murder, so our investigators were able to determine enough evidence. it's believed he was responsible for the murder of the individual. >> reporter: a man named mark heber was also detained for questioning, but was released. we caught up with him outside his home. he says andrews is a good friend who was visiting him. >> he was here to spend time and they say that he was here. he didn't do it. >> reporter: the medical examiner says the victim is a light-skinned man, but it doesn't ru

cellmates andrew conteh and jonathan lacey were old friends from the street.ow lacey has been moved out of the unit. he says he and conteh got into a fight over a card game. >> we fought for like ten minutes. it was a lot of wrestling. for him to be his size, i don't think there should have been a lot of wrestling. when i got to throwing the hands, i say he gave me a good four licks. i gave him about good, five, six licks. >> conteh agrees the fight was over a card game. but his account of the results are different than lacey's. he told me to shut the [ bleep ] up. my mother don't even tell me that. so i did what i had to do. i did what i know best. >> what's that? >> put my paws on him. i didn't give him that chance to put his hands up or nothing. i just punched him. >> steven says he witnessed the fight and said he agrees with conteh's version. >> conteh had no marks on him. i didn't see him get hit one time. >> i beat him like he stole something and kept going. his face was [ bleep ] up. his body had bruises and everything. he had bruises on his legs, man.

for months police have wondered weather andrew bit dell was dead or alive. tonight they got their answer. todd quinones has the new information. >> reporter: in a bizarre case of now you see me, now you don't and now you do again andrew bittle turned himself in on thursday. the egg harbor township man wanted for allegedly staging a boating accident and disappearing in order to escape criminal charges. authorities were unable to track down the 45-year-old after he seemingly vanished in late july. tom murphy was the good samaritan who jump in the water that night in longport. he was responding to cries for help and he pulled a man who was in the boat with bittle safely to shore. and thursday night we talked to murphy over the phone. >> i really hope they throw the book at him. i hope he get the max penalties. i'm pretty angry about it. just to put other people's lives at risk trying to pull off a ridiculous absurd stunt and just the fact that he thought he can get away with something like that is beyond belief to me. >> reporter: andrew bittle surrendered to p

but president andrew johnson vetoed the act. it was passed over his veto but some still question the constitutional authority of congress to pass the civil rights act. and, therefore the reconstruction of republicans concluded a new amendment was necessary explicitly guaranteeing african-americans the same privileges and immunities of all citizens of the united states as well as equal protection of the law and giving congress the power to enforce that article by appropriate legislation. so the 14th amendment completely eliminated any doubts of constitutional authority to give civil rights to african-americans. but as david said civil rights did not guarantee equality. they didn't include pligolitical rights like the right to vote. it took the 15th amendment, the final of our trilogy to extend to african-americans the right to vote and to complete the effort that some thought the 13th amendment achieved. so alan gelso how did i do and what would you add? and more specifically you're such an authority here. do you want to tell us

georgia voted for it, i gather andrew johnson did some lobbying. but how did he pull it off, and how accurate was the lincolny movie in describe hog voted for it and who didn't? >> first question you had some people who were loyal to the north and the country who lived in the southern states. not everybody was in favor of the confederacy who lived in these states. of course it didn't take that many citizens to vote to create a new in effect government in a state. so you needed only a few states did it but you only needed about 10% of the citizens who had voted before in the 1860 election to vote to now be in favor of being loyal to the country. so it wasn't a gigantic percentage. and only a few states actually did it. the movie "lincoln" is interesting. the book -- the book was written by doris kearns goodwin. all of you probably know that. she wrote a book that really emphasized how lincoln had brought his cabinet together and other people who were really political opponents of his. before she wrote it she had talked to steven spielberg and said,
