phil lebeau live for us in ann arbor, michigan with all the details. are you having fun out there? >> reporter: it's been an interesting day. i'm hoping in the future they might offer rides to the public. i'm going to bring bill here since he is such a skeptic when it comes to self-driving vehicles and whether or not they are the wave of the future. m-city opens today saying look we are going to be testing smart vehicle technology. vehicle-to-vehicle technology, is the future. this is the way the industry is moving. automakers, tech firms will be working and doing research here. does the public want self-driving vehicles? the university of michigan's transportation research institute did a survey of 505 people. they found that 43% said they have no interest in self-driving cars. separately, 35% are concerned about riding in a fully autonomous drive car. if you fall into one of those two groups these vehicles are coming. by 2016 we'll have a number of models on the road with auto pilot features. by 2020 that it's best estimate, you will start to see fully autonomous vehicles driving

our phil lebeau is there in ann arbor, michigan.rter: this is called "m" city, a first of its kind facility in terms of automakers having access to it and behind me they're doing some testing on smart infrastructure communic e communicating with vehicles in terms of h.o.v. lanes, letting people know whether or not it's open. "m" city is all about a public/private partnership, university of michigan at the heart of it. you have a number of auto companies here including ford, gm, toyota, honda, as well as some tech firms. they're all participating in this. they put $10 million into "m" city creating four miles of different traffic scenarios and the person who runs "m" city says this is all about making it clear this industry is not ready to relinquish development of future vehicles to the silicon valley. >> i'm really pleased silicon valley is pushing so hard because it's really making -- what it's done is to wake up the industry here in michigan. >> reporter: here in michigan they are all in when it comes to self-driving cars but is

there has been an expansive test out of ann arbor over the last couple of years, has been tested abroad. the fundamental point i would make is that the benefit stream here, if you do a cost-benefit analysis, the benefit stream is enormous. yes, we've got to address the cyber risk and security risk. they are being dealt with from the design phase on the. but in terms of the security embedded, i will not back to. rep. johnson: if end-to-end encryption be -- is being utilized, how law-enforcement answer -- access that information? mr. bainwol: we require a warrant of some sort. this is again the point that mr. poe was making. we are very careful in our principles particularly very specifically of the information will not be shared with entities unless there is a compelling specific reason. rep. johnson: there would be an ability to counter the encryption? kind of a backdoor if you will for lack of a better -- mr. bainwol: i'm not an engineer, this is his own that i am not going to have a great specific answer for. the may come back to. rep. johnson: i yield back. rep. issa: i want to talk
