antioch police are attacking city leaders for a new round of officer layoffs. the police officer's association passed out flyers showing the faces and contact information for five aspect ok city councilmembers and the city manager saying that they are responsible for the layoffs. city leaders defend their decision saying that the union is unwilling to compromise and enforce the move. antioch is bound by contract to give officers pay raises. antioch said that the raises will cost the city nearly $600,000 and it needs to make cuts. the crimestoppers reward program in oakland is paying off big. oakland police say the partnership as well as reward money resulted in hundreds of arrest over the past years. crime stoppers solved 79 case this is year alone. last year it helped crack 62 cases. more than $100,000 in reward money has been handed out. when we usher in the new year, the state is going to usher in several new laws. here's a look at a few of them. an internet-based exchange will let people shop for health insurance. possessing up to an ounce of marijuana becom

police say happened. ktvu's ken pritchett live in antioch tonight with our report. ken-- >> reporter: frank, we're at police headquarters where antioch police briefs us. a 2-year-old boy suffered a fatal gunshot wound to the head from according to police a handgun that has recently been purchased by the boy's mother. first let's take a look at the child's father. 26-year-old eddy karr. he was arrested along with the 2-year-old's mother for felony child endangerment resulting in death and reckless storage of a firearm. at their home, the 2-year-old and his 4-year-old brother were being watched over by their grandmother. she was in the living room, the boys were in the parent's bedroom. a gunshot was heard by the grandmother. the 4-year-old came running out. when the grandmother went into the bedroom she found the two- year-old boy there with a gunshot wound to the head. the boy was taken to the hospital aunt pronounced dead. the handgun had been in a safe until this morning when the father for some reason loaded the gun and placed it in an unsecured drawer accessible
