miss mcnabb, thank you for being here tonight. >> good evening, ari.easure. >> tell me, did you get everything you wanted in the ruling and does it help actually prevent this abuse going forward? >> ari, we were very pleased with the ruling. i would say we were, in fact, thrilled. this is a major win for the florida voters yesterday. and we think it's also exciting because it sets a very important precedent for the nation and so many other states that are grappling with the devastating impact of gerrymandering. >> what is that precedent? >> the precedent is we were able to get -- this was a citizen-led petition drive that took a number of years. we were able to get two amendments in our state constitution that set very clear rules for the legislators in terms of how the districts would be drawn so they could to longer put into place incumbent protection plans making sure that they were re-elected over and over again. what happened in yesterday's court decision was basically it was very -- it was made very clear to the legislature that those amendments

i think you just alluded to this, ari. to hear them discount race, both the mayor and the police commissioner, and to hear them talk about the rights and the due process of the officers involved. to say that i think is somewhat insensitive and cliched. of course, the officers and those involved have due process. that's never been in question. the issue, now, is whether or not eric garner had due process. whether or not he was judged, sentenced, and executed right there on the spot just because of probable cause which he denied the allegation of what he was doing. so, you know, i think that we have to look at this very, very carefully. there has to be accountability. and if mayor de blasio is going to be a different type of mayor, this is going to be addressed any differently. for a change, there has to be some accountability and some type of punishment for those involved in this case. >> yeah. jim, i want you to speak to that point, particularly because mark is putting his finger on that gap between what the mayor said, he

you had an incredible exclusive yesterday, ari. you had senators rand paul and cory booker on talking about incarceration in this country. huge problem. both of them are stating their reputations on it. tell us about the possibility for bipartisanship on issues that aren't as much wedge issues everywhere. >> one thing you see there is that wasn't a meeting two of people who compromised, cut everything in half and met in the middle. this was a meeting two of people from a libertarian and mabl a social justice perspective have long said there are fundamental problems with the war on drugs. let's fix them. you look at this bill. is strong. it's the kind of bill that five or ten years ago would have been seen as medical malpractice for someone running for president. rand paul saying we cannot take children and try them as adults, even if they did commit certain big crimes. we cannot put them in solitary confinement. and perhaps most controversially, we need to give snap benefits, welfare, to people who have paid their time in service.

. >> yeah, ari. >> is that the most productive way to approach this? ultimately, as you said, this is going to be the law of the land. shouldn't we be promoting and pushing any sort of movement in the right direction, even if it takes some people slower time to get there? >> yeah, i think you just need to kind of separate the two issues. when rob portman, who has a gay son, came out in support of same-sex marriage, there was some grumbling on the left and elsewhere about how he should have had the moral imagination to be able to support same-sex marriage before he saw it was harming his own family. but i think that if the entire republican party were to very quickly evolve and to adopt rob portman's decision, that arguing about technicalities would subside quickly and everybody would be pretty grateful that the issue was put behind them. then the parties could contest for voters on other issues. >> democrats have only evolved recently as well. >> well, look, the democratic party doesn't have a pristine record here on this from a partisan perspective. i

and ari melbor is on "the cycle" and also an attorney. so we have this ruling in the d.c. circuit. this three-judge panel that ruled that the 36 federally run exchanges are not clearly permissible in the law. is this a question of the way the law was written or is this, because there's a piece of this ruling that talks about legislative supremacy and saying -- he says that's a higher guide and that is what is really at stake. so explain that a little bit. >> the d.c. ruling, which is against the aca, against what the obama administration wanted, is about both what was written in the law and what was not written. 900-page law, what the court found and what obamacare critics have seized on is some technicalities that make it seem like maybe in one place the irs wasn't actually going to give out these benefits to places that didn't have their own state-created exchange. so the question is, do you zero in on that and say, i found this little error? this must mean obamacare doesn't want to work. or as the dissent argued in that case, obviously the democratic congress that passed this bi

. >> hi, ari. >> for followers of the israeli-arab conflict, there's a lot here that's familiar, old,nd sad. one thing that's different is the nature of the governments in the region. walk us through how that government in egypt, which made this proposal and is not exactly best friends with hamas is playing a role trying to get some kind of assistance or deal here to create a cooling off period and where do we go ahead? >> well, ari, president al sisi of egypt has basically been the counter of president morsi, who was overthrown with respect to ham hamas. he's tried to seal the tunnels that have permed the infiltration of iranian weaponry into hamas' hands. he's also tried to rein in hamas' efforts with the missile attacks. they want to reduce hamas' role in the gaza strip and to suffocate its ability to provoke another middle east conflict, which is counter to president al sisi's goals and objectives. >> and ambassador, we did have the first casualty on the israeli side here. how does that change the sentiment and the calculation for israelis? >> look, the israelis have suffered enor

and i think i already -- ari stated it well.on her testimony and other meem who -- people who are able to show that the early voting law, the same-day registration resulted in a tremendous increase in african american registering to vote in north carolina, and they actually went out and for the first time in history exceeded the percentage of whites who voted. so it shows the success of the provisions that the general assembly has stricken or curtail. and so we think that that's pretty clear evidence that a blind man can see what the, what the objectives were here. and we are hopeful that the judge will be able to see that as well. now we are unable to show with any precision exactly how many people are going to be impacted in november of 2014 or in subsequent years. but i think that when you look at the patterns and practices within the african american community and how african americans and latinos have responded to these, these advances, these progressive enactments in the law, it is clear that there was an intent to curtail
