the chair recognizes the gentleman from arkansas, mr. ill, for five minutes. mr. hill: i thank the speaker. mr. speaker, i rise today in honor of the bravery and courage of so many men who sacrificed everything on d-day. at 5:52 in the morning on june 6, 1944, in a position about 4,000 yards from omaha beach, one of the oldest ships in the u.s. navy, a wrorled war i -- world war i battleship, the u.s.s. arkansas, opened fire on german positions on omaha beach in support of more than 30,000 american soldiers tasked with securing the beachhead. the heroes that stormed the beaches of normandy on that fateful day 73 years ago will never be forgotten. i had the honor of visiting this haloed ground -- hallowed ground over memorial day. while i was paying tribute to the brave soldiers who made the ultimate sacrifice, an older frenchman approached me simply wanting to honor his liberators. he said that he just wanted to thank an american. he was 10 years old when d-day occurred and he will never forget how the united states of america came to his and so many others to aid

i also run arkansas parents school of choice and the parents information center of arkansas. i really, really am dedicated to bringing parents in and making them understand that they are a part. i used to tell parents when we were here in d.c., and we had thousands of parents involved in our efforts to get the scholarship program passed. i used to tell them all the time, if you don't speak for your child, who will? they would say, but they don't want to hear me. i would say, then make yourself heard. we taught them how to use their voices and they taught them how to speak up and make their voices heard and to make their problems known. that is something i believe. i really don't like it when parents are blamed, because there is not an effort oftentimes to bring parents involved in their children's educational experience. a parent told me not too long ago, recently, i went to my child's school and asked what his test scores were, because she was moving out of the city and the teacher actually said you don't need to know these, we'll send them to the new school. the parent said
