the opposite end of the spectrum is the army. as mark referenced, the army has made clear it's in the process of cancelling a lot of its modernization programs or ending them and shifting in a new direction. it's doing this so it can align behind the six priorities the army came up with in the last two years as its answer to peer competition and how to get there. i want to give the army credit. haven't seen the budget yet. we did a study a couple years ago recommending that they develop clear priorities and then very much align their modernization around that. they're doing that. i still think the army has challenges as well. one will be executing on new programs. that takes a lot of capacity that the army is going to struggle to develop, human capacity as well as organizational capacity. it's also a challenge for sticking with it. over time, you can cancel a lot of programs, harvest money, but the army still has this larger dilemma of the competition between force structure, readiness and modernization. modernization historicall
