former california governor arnold schwarzenegger had every right to enact furlough days for state employees. that ruling this week by a state appellate court out of sacramento. state workers had questioned whether the furlough order could be amrpplied to 16,000 employee working under elected officials, employees of the state controller, attorney general and lieutenant general. the furlough program has since expired though. >>> late today, berkeley constitutional law professor, goodwin lu was confirmed as the the newest justice on the state supreme court. this afternoon the commission on judicial appointments held its meeting to consider lu's nomination. it ended early with the unanimous recommendation he be confirmed. liu the only judge appointed by a democrat on the seven member high court. >>> california's national guard under a microscope recently for fraud and mismanagement. and now the state senate approved legislation that would give governor brown the authority to appoint someone to oversee it. that official would replace the national guard's own inspector general. the bill provides
