these are careers you don't normally think about when you are in high school. you often are relegated to a path to go to a four-year university. that is not for everyone. there is an opportunity for everyone to work. that is the main point i am trying to drive home. when we talk about the issues, the one that stands out for me is education, economic and work force of the element, stimulating the local economy. we have the third street merchant corridor and an opportunity to revitalize what i consider to be the main artery of the bayview district, of the southeast quarter. third street is a pretty long streak. from at&t park, it goes all the way to candlestick park. there is a lot of opportunity. don't squander that. we wanted to be a healthy mix that reflects the cultural history of the southeast part of the city. >> what are your thoughts on how the city can deal with the budget issue? >> we are in a very difficult time financially as a country, as a state, as a county. we have a multimillion-dollar deficit. what i see is we have competing priorities. >> ok. >

they really are the true believers, they are the ones that are committed to public safety, and want to make a difference in our community. it goes along with the saying that the public of the police and the police are the public. they are true examples of this by being reserve officers. officer jeff smithers is the program coordinator. he's a full time police officers, a former reserve. he comes to us with that. he had a full life and a full career and retired and became a full duty san francisco police officer. we felt he would be the best choice in knowing the program. his job at the police academy is to be a full time coordinator. his job is to over see the program, provide support, he conducts administrative investigations and does deployments and is responsible for the growth of this program. i will tell you more about this moving forward. currently there are 26 reserved officers, 4 females and 22 males. they come to this job, this reserve program with different levels of experience. i'm going to talk about what the difference levels mean. 16 officers are level one, 7, are level 2

they are separated into seven categories. most of it is going to transit. $90 million is going to transit. about $14 million going to pedestrian, $30 million going into parking infrastructure and the remaining going into our bike program. so, this is a break down of the request. as you can see the majority of the funds. i'm sorry, this is a 2012 status update. disregard everything i said. this is what happened in the bond issue. we issued $26 million. so far we have encumbered about $17 million of that. the 2013 project criteria. if first criteria was to fix the gap, the 2012 revenue bonds wechlt looked at the projects with 5 years, we looked at the program that had data good repair shortfalls and make sure they align with the strategic plan and the strategies and we looked at the bond asset requirements in terms of the asset life running $30 million, the project timeline would have to be within 36 months and the cash flows and the ability offset to free up other funds. so, this is the $150 million that we are proposed for 20

all these other agencies are involved the fire department are involved they are involved in assembly occupancies with an occupant load of 50 or more. the building department looks at construction reasonable doubted things the fire department looks at fire and life safety regarding exiting and sprinklers. health department is involved and permitting and inspection. the entertainment commission, this is a new change within the last 5 years or so where any restaurant wants to have live entertainment or a dj or anything defined as entertainment by the city -- is it in the -- i don't remember the add min code, i believe for the entertainment commission. have you to get a special permit. and this is sometimes difficult to do because you might be in an area that's residential if you have a restaurant with live music you may find your plans are at odds with the neighborhood's desire for tranquillity. and in fact that's often the case in san francisco where we have conflicts with night time entertainment and the residents. public works, public works department regulates most restaurant permit
