ashley for five minutes for an opening statement. >> good afternoon chairman pitts and ranking member -- >> press your button there. yea. >> very good. >> good afternoon, chairman pitts, ranking member palone, and members of the subcommittee, thank you for the opportunity to testify today. i'm mark ashley, president and ceo for the center for neuroskills which operates programs in california and texas. i also serve as chairman ameritus of the brain injury association of america which represents the 5.3 million children and adults in the u.s. who have long-term disability as a result of traumatic brain injury. in 1972 my brother steve sustained a catastrophic brain injury while in the navy. for eight years he lay incontinent, unable to move, unable to speak, communicating through eye blinks only. when i completed my professional training in 1980 i co-founded the center for neuroskills and admitted my brother. after 18 months of intensive rehabilitation, steve regained speech, movement in all extremities and was able to feed himself. i hope to provide you today with several key points.

ashley, you describe the very ability and post-acute care for tbi patients. what are the factors that cause this variability, and also, would you -- i only have so much time -- describe the difference in rehab, rehabilitation of children versus adults. >> well, yes, sir. the first part of your question is what accounts for the variability begins with a lack of understanding of the condition, itself. as i mentioned earlier in the general medical community and in the payer community, there's not good understanding of the neu neurophisiologic as a recovery of brain injury. today we understand what we do in the environment by creating appropriately structured demand reprograms existing cells to take over function or induces growth in the brain for new development of -- or excuse me, development, new structures to take on function. so without the proper knowledge in the medical community or in the payer community that underlies this, it's treated as though it's a broken bone. broken bone takes six weeks to heal, and we get two weeks or so in rehabilitation for the

ashley webster is it streaming live from athens, greece with more details. ashley? >> yeah, kelly, you're absolutely right. this is a country of just about 11 million people, but then no doubt, it is at the epicenter of this euro zone debt crisis that's gone on for years, tomorrow, greece will go to the voting booth for the second time in six weeks to vote in the general election of which the outcome could indeed be decided whether greece stays in or drops out of the euro zone, and that in turn could provide contagion, and that's the fear that could affect other weaker european nations such as spain and the italy. the problem, as the eu sees it, is that one of the top contenders here is the party, that is a radical left wing party to essentially rip up the bailout agreements signed with the eu and they say the conditions are too harsh and that they need to renegotiate, if not, they will not abide by them. well, germany just said, you know what? we're not going to be black mailed to all of this and the situation is very tense indeed. in the meantime, the banks are an

let's begin with fox business network's ashley webster live tonight in athens with the news, ashley? >> yeah, and good evening to you, harris. it is 2 a.m. in the morning, all is quiet in athens, but you can be sure when the greek people wake up later today, they will feel perhaps a little safer, a little securer that their country will indeed remain in the euro zone. i think it was a fear of pulling out of the euro zone that eventually led to victory for the conservative party here. the new democracy party under the leadership, who campaigned on a pro bailout platform. he said leaving the euro zone and the euro would be catastrophic, but it was a close race, no doubt, against the left wing party, who said that greece was being forced to do endure too much pain and that he was going to renegotiate with european leaders. that was seen as a big threat, as you said, harris, there were concerns not only around the rest of europe, but around the world that the ripple effect could create financial turmoil. and for now, eurogreece remainsn the euro zone. i've heard you talk about this on th
