one of his fellow gang associates got in the back seat with him. the associate said to move over. maniac did not want to move over. maniac did not want to move over. the associate shoved him over and 10 seconds later, a gun was shot and the bullet came into the car, pierced the associate to the neck and killed him instantly. maniac said, if he had not shoved me aside i would be dead. i am done. that was his turning point. call it a turning point, called the teachable moment. use whatever terminology that you want. that is where we need to be present. when i say we, i mean, we. at that turning point, at that moment of truth, that teachable moment, it is imperative that resources be brought to bear. now, what are the two most impressive resources that are brought to bear at that moment. there are two major forces that helped gang members change.

i go to meetings of the lakeside property owners association. we meet in the church over near stones town. and i would think of people like st. francis would, which i don't think they have their own meeting place, unlike forest hill. this would be a multitude of different groups who would take advantage of this. and the other thing we should be concentrating on, and this has nothing to do with this approval,v but we have a lot of land uses that are not appropriate. they're back to the '60s. i'm pointing out in particular wells fargo and some of the title companies where they have single level bran etches that are bigger than they need to be and there's lots of parking in the back. and while parking is important like anyplace else, it could be put below grade and as tim colin spoke about the 26-foot height limit is unrealistic because many of the older buildings in west portal are more than two floors. and then they put this limit in probably in the '70s or maybe even before that, which is unrealistically low. so, i'm in favor of this and i would

and there was a question concerning the davis & associates. especially with public education community engagement and the advertising in the different areas. and because in my community and i always talk about bayview hunter's point. because i don't talk about nobody else's area. in my area in district 10, we have mostly latinos, asians and samoians, and those who don't read english. everyone knows i am the mayor of hunter's point and they ask me the question. and who will they hire to knock to doors? because a lot of people will not open their doors to strangers. they know the people in the neighborhood. and i want you to think about this clearly. we have people that have worked jointly in the community over the last 30 years. because of our influx with the redevelopment agency. so the thing of it is, i want to let you know that people are watching. and a lot of people are watching what is being said here on this project today. because as you know, people talk but they don't do nothing. and we have gone through that, at least i have for 50 ye

no leases can be changed midway through tenancy and thanks to the tenant associations for advocating strongly. owners must include the smoking designation in the unit in the residential vacancy listings and to any applicant prior to entering into a lease agreement. no. 3, owners must provide a list to rental applicants who are offered the unit showing the designation of all units in the building that are smoking optional. this list will be updated and available to all tenants. lastly, owners of -- this is a phase in process built in. owners of smaller buildings of 50 units or less have one year to apply and owners of 50 units or above have two years to comply. this brings san francisco into line with a number of other cities that have recently passed ordinance, oakland, belmont and novato have recently passed legislation. this ordinance would increase public awareness and really raise awareness that we need to create more smoke-free housing in our buildings and throughout our neighborhoods. the version of this ordinance that you see before you is an amendment of the whole where the r

all the big fortune one hundred companies have been giving money to trade associations not super pacs when they want to get directly involved in campaigns largely because they don't want their brand associated with dirty partisan politics but as i did this investigation i found that several large trade associations have foreign leadership and one in particular the american petroleum institute actually has a board member who's not only a foreign national is actually a foreign agent of the saudi government registered with the united states state department here in the united states as a foreign agent he's registered the department of justice which since the late thirty's as required lobbyist disclosure were people who are lobbying on behalf of foreign governments mazing so. is it possible that other foreign governments or other foreign corporations and in many countries they're the same thing we're funneling money through other other as trade associations other front groups for this last election you know the chamber u.s. chamber of commerce comes to mind for example yes certainly you k

not only tenant organizations but also the landlord organizations, the san francisco apartment association, with the mission sro collaborative which was the major impetus with other tenant organizations in supporting this to create stronger public health policies and to limit second hand smoke in multi unit buildings. the hazards as we said before of second hand smoke is well documented. there's no safe exposure level, it's cancer-causing, it's toxic, it leads to thousands and thousands of deaths each year and by limiting access to second hand smoke, it's protecting people's health. also, when people live in close proximity to units where there are smokers in apartment buildings or multi unit buildings, they are in danger of the smoke seeping into or kind of coming into their units or common areas as well and this can result in prospective tenants really being exposed to hazardous air in their buildings. i think this is an important measure, too, that will really help prospective tenants finding out more where they may be exposed to second hand smoke but it's usually after they sign a leas

there are others too, i will call them as i have cards, charley goth from the apartment association, also victoria and stefan moor and also brian davis. >> i am a community organizor with the commission sro collaborate ive. the purpose is to improve livering conditions and fight for housing justice. through my work in sro hotels i've seen a variety of health issues that sro tenants face including secondhand smoke. when the opportunity came up for us to learn more about this, we took it. for about 6 months we surveyed 300 tenants who lived in sro's and apartments in all 11 districts to find out how much second hand smoke affected them and if they would be interested in a disclosure policy. we found 57 percent of tenants had neighbors who smoke in their units and of those people, 59 percent reported secondhand smoke drifts in their apartment. they reported having someone in their unit whose illness was made worse by secondhand smoke. many people didn't have enough information to make an informed decision about where they were moving. only 40 percent reported knowing when they moved in

craig katz, an associate professor at the mount sinai school of medicine. dr. katz, thanks for joining us. >> thank you. >> dr. katz, what's the role of government and maybe if you want to talk about local government in particular in providing services and resources to help young people with psychological problems? >> well, the government plays a role in several ways, largely in funding. making funding available to people who might not otherwise be able to afford mental health services. government sets standards for what the quality of the mental health services should be and tries to regulate the services to make sure they're up to speed. >> are young people getting the help that they need, young people with psychological problems, do you think getting the help they need in the metropolitan area? >> i think on the whole in mental health, we feel that whether young or old, people don't get enough access to mental health care, whether they don't seek it out, don't know they need to seek it out or that the services aren't there or aren't there in a timely enough

there is this impulse or instant that these are in some way related or connected or associated. at the same time, we have a lot of ambiguity surrounding this. in this presentation, i want to do a couple of things. the first thing i want to do is lay out a set of ideas and frameworks for how we might think about the problems associated with defining slavery and its relationship to things like debt bondage, human trafficking, child labor, and so on. i want to say, this is how we can begin to think about the interconnections between these things. second, i want to offer some tentative solutions for how i feel we should think about these things. if the framework for describing the problem and a series of ted solutions -- the framework for describing the problem and a series of texas solutions -- of tentative solutions. when i was doing my power point presentation today, i was acutely aware of everything i left out in my paper. there are some suggest -- some suggestions and working out the back story about the conclusions i want to present. some of it is hidden off stage. i invite yo
