neal, it seems that what we're seeing there at city hall is one arrest. there's only one that we can tell by video. and it just looks to me as if the police were ready to deliver the message, at least at city hall, the curfew is still in force. do not take any of the events of today to mean that anything has changed about this curfew. >> yeah. and that's something that the police have to do. if the policies have been set, if the laws have been set, then obviously thoef they have to enforce them. as long as it is in effect, the police have to take that action. if they don't, there's no respect for the curfew or the law. >> we're seeing a second person under arrest now. very peaceable arrest that is going on here. this is not any big struggle going on. it looks like the police made a tactical decision, which we could not see, we had no video of what they were doing at that point to get arrested. certainly the police have not previously decided that simply being on the streets at 10:10 was going to get you arrested under this curfew. they were allowing a grac

the thing that we heard most from the crowd at city hall was complaints about racist cops. see the crowd here at city hall has really thinned out for now. they've all marched up to where that burned down cvs is at the corner of pennsylvania and north. but just minutes before they did march up to that burned down cvs, someone stood at a podium and said, expletives at cvs that they never did anything for me. so from some of the speakers today, not a whole lot of sympathy for the property damage or for all the people affected by the riots on monday. somebody else also stood up and asked the crowd of thousands who were gathered here if he needed to burn down another building to be heard. all that was followed by really extraordinary moment of members of the bloods and crypts standing surrounded by police officers and dousing members of the public protesters and urging unity. listen to this. >> check yourself. at the end of the day bloods, crypts each came from one movement, you heard. came from the black panthers. you feel me? so at the end of the day you know what i'm saying? t

they were singing just now the crowd behind us at city hall. they're chanting at the moment but good natured chanting. i can tell you libby this has been a rollercoaster of a day every since the state's attorney marilyn mosby made that announcement. there was a big cheer that went up at that point. i witnessed grown men with tears in their eyes, fist-bumping, hugging each other there was an immediate outpouring of mostly positive reaction from the community. i don't think any of them were supposed to turn up at city hall but they've all gone by, all been very good natured lots of chanting not loud but beyond anger of what in injustice happening in the city, there was a parade of cars that went by city hall at about 6:00, it seemed to be going on forever katherine pew state senator she's been campaign the congressmen for this area, elijah cummings, up at west north and pennsylvania, the epicenter of the riot an monday night. i spoke to katherine pew tonight and she says she feels today a page in history has turned. >> it will go down in the histo

all of this coming as a faith based rally has just gotten under way here at city hall plaza. from yesterday where there was a jubilant celebratory environment here at the plaza outside city hall. you had a d.j. playing music. you had thousands of people converged with their children. people of all walks holding signs in solidarity for freddie gray. today, they are also hearing solidarity. this is a more spiritual tone today. nick valencia is in the crowd. what are people saying to you? >> reporter: certainly is a spiritual tone. you can hear the hymns behind me. eddie is one of them. what happens after the cameras leave? what happens when the media is out of here? >> i believe agreement is the key to unlocking the power of the people. after the cameras leave, we have to have organized leadership in a faith-based community. i'm speaking from a christian perspective. honestly there may not be a lot of people sticking together. however, those who do stick together if they lie in agreement and keep jesus at the center i believe we have a powerful movement. the movement won't be s

noon at city hall in oakland for a big rally. then in the evening set to be back here at telegraph and broadway at 7:00 for a big march. we have video of what the protest looked like last year. organizers say this is to call attention to labor workers, immigrants, they say the working class is under attack in this country. there's a call to shut it down. we did ask one person who did show up at 5:45 what shut it down looks like. >> shut it down means that people should go and march and stop business as usual. it is only when you stop business as usual that people start paying attention to social issues. >> reporter: again he was the only one to show up this morning, and he has since left he has given up on this action happening here. the protesters have posted on social media that they want focus today to be on the black lives matter issue and police brutality issues happening around the country. it is expected to be a long day of protest. the midday protest expected to be the big rally. so far this is off to a very quiet start. l
