board. >>> a plan to shut down san francisco's juvenile hall drew a large crowd of supporters at city hallas the support of the majority on the board of supervisors. >> reporter: more than a hundred gathered on the steps of san francisco's city hall, supporting the idea of shutting down the city's juvenile hall. >> no, it doesn't help nobody. i deal with multiple youth with work i do. and it doesn't help nobody. everybody says the same thing. >> reporter: the legislation to eliminate san francisco's juvenile hall by december 2021 was authored by the supervisor. >> there is no way in we would put a system in place that is worse than juvenile hall. what we are talking about here is an alternative to theustody situation. >> reporter: in all, six supervisors have already signed onto the idea, agreeing that the city's youth crime rate has dropped considerably. at this point, the supervisors say there are only about 30 youth at the facility. a facility that had a $13.3 million budget for the 2017/18 fiscal year. supporters say juvenile hall is hopelessly biassed, incarcerating children of color
