you know, they will send out a team, might be an fbi atf gt a or city detective or atf act, state trooper. they are doing interviews and investigation on a broad scale. they are all acting as investigators to bring the information back to the command post. atf does specialize in guns and tracing guns and ballistic information and everything to do with weapons, bombs and arson. of course you have the -- the fbi has their explosive unit as well and state police bomb squad. everyone has forensic maps. they put it all together to try to get to the place where clint is describing. you know, clint worked at the behavioral analysis section of the fbi. we have had profilers in there, behavior analysis great bunch of investigators fbi, atf, they put together those packages on who and why people do this. and they tell the commanders it could be this or that. they often get criticized they were wrong but in all of my years i was involved with them and i supervised some of our atf profilers that were in that unit, and the fbi agents that i worked with, they never steered you wrong on that stuff. they

the atf experts working with the fbi experts determine first of all arson or other causes. and they start with that. what the fbi additionally does it has a very extensive domestic terrorism program, particularly against white hate groups kkk going back 100 years and many other, aryan nation and other such groups and determine from their websites is anybody taking credit, is anybody linked to one or more of these attacks chattering online or through their social networks. that's a big part of this is the intelligence. but on a national basis, there is a single church fire every single day of the week in the united states. and about 60% of these fires, which are all denomination all religions, all ethnicities, all races, about 60% of those fires are determined to be arson. and the vast majority of those are determined to be insurance fraud cases. now, this case is believed lightning. but i'm just saying on a general basis that when lightning doesn't strike -- and many of these churches are old. in some cases, more than 100 years old. so the slightest electrical spark or gas

i just got off the phone with someone from atf.ill waiting for confirmation if atf will be responding but that is the presumption at this point because what happens in the active shooter situations is law enforcement from this task force from all different agencies. they respond. this is what they drill for. these active shooter situations. so, what is going to be happening here is these tactical teams will go in and try to secure the situation. first and foremost, with an active shooter situation they want to find the shooter or shooters and take care of that and secure the scene. they're going to get there and go room to room, secure the scene. make sure that people are safe, evacuate the premsis and take those kind of steps. the fbi is responding and likely the atf and other agencies and local law enforcement we see in the pictures here. >> pamela, when you think about a story you cover oed. you have to be so, so careful especially places that, unfortunately, can be targets. it's the early going. we don't know what the motivatio

there are also investigators here from atf and other agencies. this is what happened this morning. around 10:30 and 10.35. different witnesses give different time but around that time. they heard a volley of gun fire. some of them thought it may have been a construction project. they didn't immediately realize what it was. they say it happened in rapid succession. we know the suspect fired more than 25 rounds here at this location. this was the first of two locations that, where the shootings took place. this one first. then the gunman took off and drove seven miles to a naval reserve center. that's where four marines lost their lives and the gunman was killed. at this point, it is unclear whether the gunman took his own life or whether he was shot and killed by police. that's one of the details we are awaiting conformation on. authorities aren't giving a lot of confirmation on what happened. we spoke to one of the sergeants, who was in this military recruiting center a short time ago. he says there was one gunshot and then a pause and then more gunshots continued. he says there we

atf has informed us that the purchase was legal. we are going to continue to hold this scene throughout the weekend. we want to make sure that we have gathered every piece of evidence that we could. we have an update on evidence confiscated inside the scene. a total of 15 shell casings were recovered in the theater in various areas. our investigators were able to determine which seats people were in when they were shot. once we were able to interview witnesses regarding where they were seated in the theater, we'll be able to recreate the setting of that theater just seconds before the shooting took place. today, a number of people have reached out to us regarding counseling services. not only for our police officers but the victims, their families and the citizens of our community. so monday we hope to open a counseling shelter in lafayette that will offer services to anyone who feels the need to discuss this incident or to discuss what they went through or simply just to have someone to have a conversation with. and so as a result

right now the fbi and atf are in the area. a temporary no-fly zone has been imposed in the skies above chattanooga. there may be another shooting at a separate site nearby. we're trying to get confirmation of how many people have been hurt. let's go straight to victor blackwell. victor what can you tell us? >> reporter: i'm at the lee highway location about 150 feet from the armed forces career center and the national guard recruitment office here. it looks to be maybe two to three dozen gunshots bullet holes through the windows. listening to a witness report earlier, there was a description of indiscriminate firing. it appears that other buildings have not been hit by the bullets. there's an italian restaurant where the chattanooga police and hamilton county sheriff's office are holed up talking to witnesses. we're seeing them individually one by one being released getting into cars. although we are attempting to speak to them, they are driving off. they will be at the news conference soon where we'll likely get information.

again, i would like to thank our law enforcement partners ncis atf and other agencies involved in thisnvestigation and our community partners as well as the entire community of chattanooga for their continued cooperation and support. at this time we will take a few questions. all questions will be answered by myself so please do not direct questions toward other members of the panel. matthew horace is joining us as well as a former atf special agent in charge.ough this situation. what's going on? >> there are so many pieces to this investigation. we have the scene investigation, the investigation of the vehicle, the type of firearm that was used where that firearm came from. there's the collateral fbi investigation into forensics. what we can find on social media, what's in his or her computer what's at the residence where they were before this happened. who they were dealing with who they were talking to. all of that and more has to be brought together and pieced together like a puzzle to try to determine why this happened. >> paul crookshank you're our cnn terrorism analyst. the shooter in this particular case is dead. we don't know whether he killed himself or whether he was shot by law enforcement. a lot of reports out there. mohammod youssuf abdulazeez born in 1990. what are you learning about him? >> i think we have to be very very careful about ascribing motive at this point. clearly there's a particular threat environment. isis call

the atf is on scene. the fbi will be joining the investigation to determine the cause. it has not been determined. they will look to see if it's the result of arson or a hate crime. as you mentioned, they have dealt with both before. in june 20 years ago, 1995 two members of the ku klux klan burned it to the ground pleaded guilty and sent to prison. president clinton in 1996 attended the rededication of this building and this congregation will now have to rebuild again. it's important to say, again, the cause of this fire has not been determined. i have spoken with the person who lives in this community, lived here his entire life he fears it's a repeat of what happened in the '90s. it's important to say this is the seventh black church across the south that's been destroyed by fire since the massacre two weeks ago. the naacp is now telling black churches to take precautions to prevent this from happening to their building. the atf will be going in once the embers that are still blowing in this church cool off with sniffer dogs to determine what evidence they can collec

police department along with the united park police, metro transit police, ncis, united states martials atf and others capitol police all respond today that request for law enforcement assistance. many of the things we talked about in our after action to the washington naval yard response a couple of years ago went very, very smoothly. officers were immediately able to access the gates and get in. we were having radio communications both in my command center and in the field immediately from naval district of washington police officers inside of the nafse command building. within 20 minutes of the first call i was sitting in unified command with admiral halartes police chief and representatives from the fbi, ncis and other federal law enforcement agencies. in just about the same amount of time metropolitan police officers and fbi were able to get into and take control of the command booth and access everything we needed in terms of cameras and stuff inside of the building. so having spent a lot of time doing the after action from the first incident at the navy yard, it appears that all the
