the atf is responding. i tell you what we've got from the atf. they have tweeted it out themselves. headquarters saying atf baltimore responding to a shooting incident at the capital gazette in annapolis maryland. i'm going to talk to jim cavanaugh on the phone. jim, i'm sorry that -- he is actually with us. jim, i don't know, does the atf stage people in annapolis or will they be sending people from baltimore? what does this tell us about what's going on? >> they are having an aggressive response at the baltimore division. they have offices all over the region of course. they can get there quickly. they will be backing up annapolis p.d. the county police, the maryland state troopers. everybody is going to be going to help and damp it down. you see the s.w.a.t. bearcat on the right. >> yep. >> that is the tactical vehicle. some of their suvs. they set up their on-seen command. you see them behind the brick wall. they are going to be in a place where nobody can take a shot at them. they will be discussing their tack dictiti tactics, emergency maneuvers and process to evacuate people.

what does that mean for the local police or atf or fbi? what do they do to make sure this is the only individual responsible for the shooting? >> well, jake, that's the number one concern for law enforcement. if you have one person in custody, one person down, to make certain that there aren't other bad actors involved because the first piece of this is crisis resolution. we have to stop the bad guys, the bad people from doing those things. and then we move into the next piece which is consequence management or working on the investigative piece of this. that's number one thing. i can tell you from being around the country and talking in front of the law enforcement audiences about this very topic, how to deal with active shooter situations, this is something that police departments are taking very, very, very seriously. there are approximately 1.2 million law enforcement officers in this country. and if you don't think that police departments around the country and around the globe are not looking at this very hard right now and trying to

it's in the state capital but if you have the fbi and atf there, does it mean it's a federal case or is it worked out later on? >> kimberly: it is the local fbi field office handling it in conjunction with the local police. the mayor, the police department. your cooperation with federal agencies like the atf to be able to come in in terms of weapons analysis, investigation and they help conduct interviews. you have resources supplementing a scene like this. it's very important. they are good at this. they are good at doing shooting cases, active shooters were identifying suspect, trying to determine who else was involved. there is a healthy interest in trying to get this identified and get some specifics and get some of the investigation details locked down in terms of the forensics and that's why the crime scene is going to be so important to be able to get almost ballistics, get the casings can anything left behind but are telltale signs to kind of recreate the scene and who they are dealing with. >> jesse: to other things strike me as odd. he was unloading the the roundd there was

i know you have been speaking to the fbi, atf. what are you hearing from them?> again, we're going to get the story kind of knitted together over time. the important thing is as you mentioned, you have every law enforcement resource really that you need to have as part of the team. they are working together. they have been working together from the beginning. not just law enforcement but very quickly in the wake of getting the scene locked down in terms of taking custody of the shooter, the response team was in place. they were deploying counselors who could help with the families that were coming here and needing more information. if you want to look at kind of a textbook response to a tragedy like this, i think the law enforcement professionals have really stepped up and the first responders in a way that's an example to us all. >> we are so grateful to them for all that they do under these awful, awful circumstances. congressman, thanks so much for joining us. we would like to stay in close touch with you. >> thank you for your interest. >> convey our deepest
