that's the atf. for the fbi, they bring technical expertise and manhunt expertise as i alluded to earlier. it's really probably going to be quite helpful in this investigation. they have to know capabilities, trying to find the person. they have swat capabilities. general investigative capabilities. they've put a estimate from a spokesperson the tweet who's put out the fbi boston as assistant at this point. it's not their investigation. there are all calls to the main state police. but they say they're helping out in the technical, technical investigative ways where there are some very specific things they can do. but obviously, we appreciate at this stage of where we are and the search for this individual they believe is responsible for the shooting. i'm not going to go into much more detail beyond that. >> we are expecting an official police press conference within the hour. we will bring that to you as soon as i begins. tom, i want you to stay with us. let's bring into our conversation representat

i'll call bureau of tobacco firearms and explosives, the atf bringing resources. to try to identify a suspect based on the open itself. we now have identification. finally i will point out again at this hour we do not know the motive but sources are telling our colleague john milley that this suspect who was a firearms instructor. in the u.s. military and army reserve had at some point reported mental health issues. allegedly indicating ewers hearing voices. he was committed to some type of institution for assessment. so a lot of questions at this hour about what happened. after that period of assessment where there are people in his orbit who might have seen additional lingering issues. allegedly had made threats against a national guard facility. so still a lot of questions about the motive but that brings us to where we are at this point in time. a massive manhunt authorities spanning out across the new england area looking for the suspect. of course we've seen laura you and i have covered so many of these incidents and they typically will and in three possible

fbi, atf, they are investigators. they interview witnesses, neighbors. they operate like detectives. a lot of that is going on. of course, there's tactical teams like we see on the feed here that have the vehicles and they have all the armor and special rifles. then you also have special things like dogs and night vision and air assets. you add all that together. what's the one most important thing in all of it? it's the citizens who would call in if they saw the guy or heard a shot or saw something suspicious. then you can swarm that area just like happened in that recent pennsylvania escapee. he was reported. a burglar alarm went off. officers responded and then they swarmed the area. he was picked up on the infrared radar. he was captured by the canine. it's responding to those incidents of alarms, reports, ci sightings and getting there as quick as you can. don't want to respond to more shots fired. you would like to catch him before that. >> it's so helpful. frank figliuzzi, i want to read an excerpt of what one of robert card's neighbors told nbc n

we know that the atf and fbi are helping local law enforcement. president biden who was briefed last night of course directed federal help to the state. we are unclear about the connection robert card may have had to these two locations, to this restaurant and the bowling alley. so there is a lot of questions still to be answered. but of course this tragedy overwhelmed local hospitals. again we're talking about a community that is not very large. there are a number of trauma centers in neighboring towns, but we know that hospitals had to call in all off duty staff to deal with this tragedy and authorities set up what they are calling a family reunification center at a middle school in auburn to help serve the families who have questions or who are concerned about where their loved ones are. >> just absolutely devastating. let's -- just to give people who are just waking up to this news, you mentioned it started to unfold at 7:00 p.m. last night. the bar and grille said my heart is crushed, i'm at a loss for words. in a split second your world gets

law enforcement has brought in atf, which was a wise choice. they're experts in firearms and tactics, and they're doing, from what i can gather, they're doing everything humanely possible to catch this guy. but he is mobile. he had a plan, and that's also somewhat of a surprise. normally it's relatively simple. somehow he has been able to execute that plan, and again, he was quite prepared for this. you can see his demeanor. you can see the clothing. you can see the weapon. you can see the additional rounds. he was prepared. and he was also prepared to move forward. it's chilling just you describing this from your professional point of view having dealt with this as part of your career now. what about the hospitals? what are they facing? this is not a big town. i can't imagine the hospitals being very elaborate here in terms of the scale of what they have to deal with here. >> no. they clearly are overwhelmed, and they'll be needing to transfer patienters to hospitals via helicopter as as soon as possible. this is an all hands on deck call. oth

marshals, from atf, from the fbi. one of the things we heard this morning is the fbi has sent diseases of people in there, not only s.w.a.t. teams, who are going to respond to wherever there might be sightings, but also evidence collection teams. obviously, this is an area with police that don't deal with scenes like this. not many places deal with scenes like this. and so even the basic things like the police work of evidence collection is something that the fbi is helping to assist both the state place and the lewiston police department there. we know that they also have brought in victims assistance people who will help the victims who witnessed this horrific se scene and to get information from them. one of the big questions at this hour, why did the suspect go to these two locations? what happened? was there something that brought this suspect to these two locations to carry out this shooting? at this hour, everybody is trying to figure out where this suspect is. >> evan, thank you so much for that reporting. and

obviously you're also going to have the atf respond eventually.hether or not they take this gunman into custody alive or dead, they're going to want to get that rifle he's got and run an emergency trace on it to figure out where he got it, how he gout, is it potentially a ghost gun? a lot of questions the atf will want to answer quickly as to why, how this happened, what the motive was, who this guy is. unfortunately all those questions right now still up in the air as they always are with these horrible mass shooting breaking news situations. but again, sean, unfortunately, 20 minutes ago we didn't have a confirmed number. we do now. law enforcement sources telling fox at least 22 dead in multiple locations. again, a wal-mart distribution center, a bar, and a third location. we don't have that third location confirmed but you can see right here, it does appear that this man with this rifle is walking into what appears to be a bowling alley and is aiming that rifle and i pointed it out earlier, you can see what appears to be halloween decorations

so atf will be key to them here. f.b.i. brings swat capability.lso this idea of helping them analyze cell phone records, helping them prepare search warrant applications for a local judge to be able to approve. and so this is all about both the locals building the fabric of the local case and the feds coming in to support them with sort of the more strategic bigger picture. >> dana: you mentioned the word prepare. i wrote it down because i thought a lot of these local police departments and state police departments, federal government, you can do a lot to prepare for how to respond to these and hopefully try to prevent them as well. nothing that can prepare a tight knit community like this for what they are going through. what is the most important thing the citizens of maine can hear from the governor and local leaders about to speak any moment? >> the big concern of the local community is once the cameras go off, once this is resolved with either the capture or killing of the gunman and the cameras turn off, everybody goes away and the real heal

so the atf will focus on the gun here johnny and, whether it was legally purchased.gally purchased, and somebody buy it from him, was it stolen, all those types of things will be looked into. and it's just too soon to say based on our reporting but the results of some of those questions are, at least has been shared with us. as far as the fbi goes, they bring a number of different types of tools and expertise to the situation. the technical ability to try to find it individual, they have a swath presence they can, use a tactical presence if needed they have that ability as well. and then on top of that, just the investigative. so you've got the evidence response team that can help out processing what are now to probably quite large crime scenes that they will be taking a look at. on top of, that they have a victim services and the work with the mainstay police and the main authorities. it's so important that the people that have gone through this horrible tragedy tonight have the ability to interact with somebody from law enforcement, to be told what is going on, to

the atf, for example. every crime scene where you have a gun that is fired. that high-power assault-style rifle will eject a shell casing that they can then use to analyze if they can find the identity of the gun owner. having that vehicle, if the vehicle is indeed registered to that individual, that obviously accelerates identification. and then the last part is the public itself. trying to crowd source. getting that image out there that we've been showing. for two reasons. first, someone in and around that immediate area sees the individual, they certainly want you to call police. if you know this person, we've seen the front vantage point of that individual. they've put out the profile shot. every detail down to the facial hair is potentially important. if you know this person that has a beard like this individual, or this appears to be someone you know or someone that you see, that is important from both the public safety standpoint and an investigative standpoint. and lastly, to state the obvious. this is certainly on the minds of officers out there. thi
