athena jones is live on capitol hill, putting in a long day. athena, what do you make of what the democrats are saying now? >> it's interesting to hear harry reid saying he hopes the talking -- the fact that both sides are talking will bring the american people solace, but the talking doesn't seem to be getting anyone anywhere. a few days it looked as though they could be on the verge of some deal, but today it doesn't look like that anymore. now you have the house ending its legislative business for the dame. many members headed home. this has to outrage fulloed workers. now the senate is in recess. no votes are scheduled for tomorrow, so it doesn't look like any advancement is going to be taking place soon. we heard from brianna that senate democrats are helpeded over to the white house, but those are the two sides that agree with each other. they're on the same side in all of this. sure, make they'll hash out a way forward on that side, but what really matters is coming up with a deal that can win the support of both parties in both chambers

>> athena, it's interesting. congress, four-day work weeks, now that it's shut down, a lot of them are six-day work weeks, they're back today, what do we expect the senate and the house to try to accomplish? >> well, interestingly enough, what they have planned at least right now for today, doesn't really have a lot to do with the latest plan we've heard from the senate on the house side, they're hoping to hold a vote today on the plan that would extend the limit for just six week weeks until november 22nd. that's something the president is cool to. but that could take place today. on the senate side, senate majority leader harry reid is planning a vote that would raise the debt ceiling for a year. that's something we have indications from senate republicans, doesn't have a lot of support. i spoke with one senate republican who said that's just a political stunt, that won't help us move forward. members of congress move forward on finding a solution that both chambers can pass and get to the president's desk. so

athena jones is covering all of this for us. what are you hearing, athena?re hearing that house republicans are planning on presenting their own bill today. this bill would also reopen the government until january 15th and would raise the debt ceiling until february 7th, along the same lines as the senate bill. it would also make a few more changes to obama care, including, for instance, this income verification to make sure those getting federal subsidies to buy insurance under obama care show what their income is. it would also include a two-year suspension of this tax on medical devices. this is part of tax that helps fund obama care. there has been some bipartisan support for either delaying or repealing the tax. that's just what we're hearing. more is coming. we'll soon hear from house republican leaders after they end this meeting where we can hopefully get more details on what their plans are today. that's the latest from here, carol. >> we hear that president obama is very interested and kind of likes the senate deal. i don't think the senate deal in

. >> for more on what is in the bill, let's turn to cnn's athena jones. is live with us in washington this morning. there's actually some stuff in there that is quite a surprise to a lot of people and outrage to a few people too. >> reporter: good morning, john. some people may call it pork. the bill is 35 pages and our folks are pored through it and here are some of the other things addressed in this bill. one is 2.2 billion for an ohio river dam project between kentucky and illinois. there's 636 million dollars for firefighting for the interior department and the forest service. 450 million dollars for flood damaged roads in colorado and 294 million dollars for the v.a. to reduce benefits claimed backlogs. so it depends on your perspective whether you call this money fork or say it's something necessary money that is doing morn and necessary work. >> the kentucky project jumped out to a lot of people because senate majority leader mitch mcconnell is from state and some saying it sweetened the whole process for him. some point out pork in politics grease

athena jones is live on capitol hill for us. athena, the talking points seem to -- seem the same. it looked like they were making progress, but that doesn't seem to be the case anymore. what's going on? >> reporter: hi, miguel. well, it doesn't look like it's the case right now in terms of legislative progress. actual votes on the floor of the house or the senate that will actually move us closer to solving this whole deal. we spoke a few days ago how the rhetoric had been toned down. not so much anymore. the house republicans just finished their conference meeting, and there was a lot of anger from that group that president obama rejected their proposal to raise the debt limit until the 22nd, in exchange of talking about how to reopen the government and other budgetary issues. let's play a clip from darrell issa about this. >> -- the president freezing out america, and we'll do everything we can to make the point we went to negotiate and he took no offer. >> is there a worry you guys being flanked, the senate will pass their own bill, their own agreement with the white house -- >

we want to bring in athena joans, who is watches all this.o much workers aren't working, congress is sort of working. can you put this in any context for us? >> reporter: hi, miguel, the context is a few days ago we thought there was progress, of course, being defined by the fact that the sides were talking, that the president was holding meeting with house and senate republicans. it at least that appears debt now. on the senate side, this proposal by susan collins and joe manchin that would both reopen the government and raise the debt ceiling in exchange for a few other items. that appears dead, too, so now the big question is how do we move forward? during that press conference we're still watching now, we heard from senator durbin who said americans have seen this move before. in the end end they'll work it out. we know what happened in 2011, when the debt ceiling debate got down to the wire. we saw a downgrade, and that has huge effects, not to mention what would happen if they don't get an agreement. >> but the overwhelming message is,

. >> cnn's athena jones is on the job, as well, on capitol hill. and, athena, we know house democrats just held a meeting this morning. tell bus that. -- tell us about that. >> reporter: good morning. they just came to the microphones here not too long ago and told us about the new plan, a plan today to try to force a vote on this spending bill that would reopen the government with no strings attached. this bill already passed the senate. this is the fight the house democrats have been fighting all along. their hope is to put on the floor -- or they just put on the floor a discharge petition that would require 218 signatures to then try to force a vote on this spending bill. now, house democrats say there are enough votes in the house to pass this clean spending bill. they indicate there are plenty of republicans, certainly enough republicans, who say they want to vote on a bill that would immediately reopen the government. and so, this -- this petition would allow those house republicans to put their money where their mouth is. now, we asked them

athena jones is also live on capitol hill right now. wherever i do an interview with you or dana bash and i go to capitol hill, i'm very careful not to wonk too much. but i have to wonk out with you a little bit here. what is the devil in the details? what is it that the house republicans want in that six-week period that they're suggesting in what are we start to hearing about today that will likely rub the democrats the wrong way? >> what we know of this proposal is that it will be a six-week debt limit increase lasting until about november 22nd. during that time they want the republicans and democrats to sit down and talk about how to re-open the government. as you know, this plan does not include ending the shutdown. that's one of the big sticking points. but during this six weeks that's when these korch rees will be pointed and the discussions about how to re-open the government. one thing you've been talking about that's so interesting, even though talks are still ongoing and there's no sort of final deal, it's really the tone tha

athena jones is watching what's going on over there.dministration still deep into damage control over the problems with the rollout of the website. what's the latest? >> reporter: damage control is right. the president tried to pivot to a new issue today, immigration, but the questions about the obama care website woes continued to dominate. the white house is trying to answer those questions with the help of regular briefings for reporters by the center for medicare and medicaid services, the folks who are managing the federal government's website. cms reveals today that nearly 700,000 people have submitted applications for health insurance, and they have handled 1.6 million calls at the call center. we also learned from cms that it was a quote, business decision to defer this window shopping feature on healthcare.gov. that's the feature that would have made healthcare.gov a lot more like the amazon type site the president promised. cms said they wanted to focus first on the application processing feature of the site. that of course wa
