athena jones has more from washington. >> hi, fred. interesting to see these internal discussions.ion within the campaign about whether it would be politically wise for clinton to give a major speech on race. the context is important. it was a debate taking place right after the new hampshire primary, a few days after clinton lost badly to sanders in new hampshire. several weeks before -- or a couple weeks before the south carolina primary, where black voters were going to be a key constituency. in the hacked e-mail, one of clinton's speechwriters makes it clear both bill and hillary clinton were involved in discussions about what a speech on race could look like were she to give one. the aide also talks about pros and cons about giving such a speech, saying that one of clinton's advisers raised some questions about the wisdom of doing this speech this week. it's possible that we would unintentionally end up elevating questions that aren't yet being widely asked and introduce new, damaging information, especially super predator to a lot more voters. the speechwriter later says that

athena jones has been pouring through the stolen e-mails and joins me tonight.lus there? >> they're speaking to the sensitivity around the e-mail issue in clinton world. it's an issue that has dogged clinton from the beginning. we see in the latest batch an exchange from march of 2015. it is a month before clinton officially announced she was running. she was preparing to speak to emily's list, the political action committee, and her campaign was toying with the idea of her maybe making a joke about this whole e-mail issue. let's put up some of the messages on the screen. the first is from jennifer palmieri, clinton's communications director. she said, i wanted to float an idea of hrc making a joke about the e-mail situation at the emily's list dinner tonight. what do folks think about that? what followed is a discussion among several aides of how it would be good for clinton to show humor and how the dinner could be a good opportunity to do that. in the end, mandy, a clinton media adviser, nixed the idea, saying we don't know what's in the e-mails so we're nerv

we're going to get into it with cnn's athena jones live from the white house with more. crunching the numbers. >> reporter: good morning, chris. that's right. sticker shock could be awaiting millions of people when they go to sign up through health insurance through obamacare this year. that's because premiums for the benchmark silver plan are set to rise an average of 25% for plans offered on the federal exchange. that's healthcare.gov. that's compared to an increase of 7.2% last year. so it's a big jump. when you look at the plans offered by both the federal exchange and the states that run their own exchanges, the increase is a little lower at 22%, but it's still significant. as you mentioned, the government says since the vast majority of obamacare enrollees get subsidies, a lot of folks won't feel the sting of this in their own pocketbooks. the government says 77% of customers will still be able to find a plan that costs them $100 a month or less after the subsidies. it's also important to remember this 25% is an average. it's going to vary across states. for instan
