atlanta is overwhelmed. the city owns only eight snowplows. two days after the storms, check out this ice. it's an inch thick and covers most of downtown atlanta's major roads. so the city is a ghost town, frozen shut by four inches of snow and overnight temperatures in the teens will refreeze these roads. >> if you don't have to be on the road, we're advising people to stay at home. >> reporter: georgia's transportation officials warn no one should drive north of macon. that's roughly 100 miles south of atlanta. >> ice of this magnitude is just unknown for us. >> reporter: delta had to cancel almost 1,400 flights to and from atlanta today. more than 3,400 over the last two days, and forget the postman's creed. snow stopped mail delivery here. now it's the northeast's turn, another blizzard by morning. >> tomorrow morning's commute is not going to be easy. >> reporter: up to 14 inches in new york city, two feet in new england. but in the northeast, major cities have a snow plan. here in atlanta, the plan seems to be simply to wait for warmer t
