critical of park atlanta. >> just say the name park atlanta and the citizens are united they don't liketh that. he's atlanta's chief financial officer. is the anger justified. >> the collection rate for tickets written was fairly low. 30-40 percent. the new contractor was able to get the collection rates into the 70% range. john: people are mad because they have to pay for parking violations? >> people are used to getting something for free. you bring in a private company that says this is no longer free, and you can't escape in the payment in this case, parking tickets. there is a little bit of angst in the community. in atlanta the history was that parking was relatively cheap or free. atlanta didn't fully privatize our parking. we turned it over to a private management company. the city has 2,400 privately managed parking spaces. but those spaces belong to the city. the consider came in, fixed broken meters and put in new technology, but all that came at a price. now people who were used to having something for free or parking at meters that didn't work. now the meter worked and they

we decided to organize the atlanta of project. -- atlanta project. it was one of the most interesting things we did because i wanted to bring together higher education and business to help these poor people who do not know to fill a job application. we did that and for every 25,000 people we had a major corporation to adopt them. american airlines, coca-cola. we had a major university doing the same thing. it turned out to be a very good program. we have for five years. we treated those people like they should have been treated to begin with. i say at the end of five years, 16 of them graduated and met the criteria and the others we help her several more years. it was a very interesting to see . delta airlines helping people. delta airlines relies when they put out a call for flight attendants and none of those people have read the newspaper, so they learn how to advertise and most of the people they got welfare check. they had to pay about 15% to cash the checks because they cannot have a chance to have a bank account. so we got the banks to let the
