particularly on balboa and large parts of geary, there are small- scale entrepreneurial. when the buildings come in, we mostly built larger buildings. that is the nature of how it goes these days. they are aggregated and create a larger building footprint where it is very easy to have one lobby and one or two spaces that are too large for the entrepreneurial merchants which characterized the strength of san francisco's commercial environment in these areas and other areas. i strongly ask that that be built in when we encourage this legislation. i can not create the verbiage which would correctly addressed that without -- but would ask planning to step in and guarantee that we are allowing for that to be a basic foundation when we are looking at 12-foot ground floor height. president miguel: do we have a motion? >> i moved to approve with modifications. commissioner moore: could i ask the city attorney of the particular phrase as how to write a particular phrase as applicable to this particular legislation? >> this piece of legislation is already introduced to the board by

since that time, the mta has also conducted a capacity study of balboa park station area.re land use decisions. there are decisions around transit that are sitting in desks on paper. that are not giving in acted as quickly as possible. this is -- that are not getting enacted as quickly as possible. this is not adequate for the needs of people in the southern part of san francisco. we have wanted to make sure we can have improvements done in a timely way, knowing the timelines are stretched out to a great length. with this advisory committee, it is about making sure we can have a partnership with the mta, with bart, with other entities around the area, to ensure they are accomplishing the much-needed goals of improvement around transit, pedestrian safety, commercial space, commercial development. these are all key aspects of the work of the cac to ensure we are making our timelines. i have a small amendment to this resolution. it is on page 3, at the tail end of that paragraph, the first paragraph, the result clause on that page. it is as follows. the rules committee shall

right now, you take the 14 bus 2 balboa station, and it will take you 40 minutes just to get to balboa station. that is one thing i am looking at, making muni more effective. san francisco, we talk about it being a transit first city, but it does not mean a lot of options for transit are not well thought out in places further from downtown. my district is one place where we need to create better options. >> you mentioned muni and the changes that are happening. what about parking, traffic, is the area safer for pedestrians? >> there is always a lot of work to do with pedestrians. making sure the department of parking and traffic is painting along alemany. along balboa park station, geneva, san jose, pushing hard to get a ramp for pedestrians. right now, it is dangerous to cross the street, especially if you are pushing a stroller or are in a wheelchair. you have to go further than you but typically have to. there is so much more to do. we have to figure out how to calm the traffic. a lot of cars, speeding through and make it unsafe for pedestrians. sidewalks are not very convenient for

. -- on balboa st. and clement st. since refocusing on contiguous commercial corridors, we are focusing on geary boulevard to apply the ordinance west of the masonic to 28 avenue. we are still keeping the rest of masonic, moving a couple blocks east because it will not be a continuous commercial corridor. this legislation, first, it will activate the ground floor, which will bring life to the shopping clusters. it will provide an incentive for taller and more gracious ground force bases. this legislation will help to emphasize some important design elements and ensure that commercial course provide lively stretches in the neighborhood. this is inconsistent with the historical commercial corridors in this neighborhood. i would like to conclude with a summary of public comments we received. we received one comment before the comment period ended and four more afterwards. they are concerned about the adverse impact of this ordinance on the boulevard between -- on geary boulevard between palm and parker. a couple of blocks

it is a consulting contract award for the balboa park planning study. it will explore changes to the ball pola park station, focusing specifically on the rams from to under 80 and ocean avenue. the station is right next to the interchange system, and it is creating some current conflicts between freeway traffic and pedestrians and buses accessing the station. we will be looking in the study at the conceptual feasibility of changes, maybe even closure of ramp or two. if that is feasible, we will look at arranging station conscience to mitigate conflicts. this grant was funded by cal tran. the authority applied for the grant. in december we brought an item to the board for the approval of the required local match from prop k. the amount for this contract will be $165,000. we released the request proposal on december 6 of last year. proposals were due june were 10, just last month. there was a good amount of interest for such a small contract amount. we received a three proposals. we received -- we convened a selection committee. the panel selected to inte

we have also been working on the balboa park station circulation study where we also obtained a caltrans grant to do a feasibility analysis to improve access to muni, bart, enhance pedestrian safety, and support for a citizen advisory committee to track progress of the station improvement projects. we have a number of ongoing studies and projects including travel management partnerships, octavius circulation studies, bay shore intermodal access the study, western soma neighborhood transportation plan, and major improvements to our forecasting models. we also obtained a trout -- caltrans grant for the bayview hunters point mobility solutions study. this is a seminal effort on how to do more with what we have and to knit the community together in the process. we're looking forward to completing the study this year. we have also made progress on the bike county study which is a multi-jurisdictional, multi- agency, multi-year study to look at the southeast corner of the city and adjacent areas in some detail county. in 2011, this effort resulted in priority projects worth over $600 million,
