sea. so it's not limited to the baltic region. it has grown. already in the black sea.frankly it's one of the things we're beginning to watch that they develop in the northeast mediterranean. as we see these capable air defense capabilities beginning to show up in syria, we're a little worried about another bubble being created in the eastern mediterranean. so how do we react to that? first and foremost, we have to realize that in peacetime, we need to exercise and operate in this air space to assure that we have and declare that we have open access to the baltic seas and the black seas. you have seen a responsible series of exercises which have been announced and conducted both in the baltic and black seas and those will continue as a part of the assurance measures that we talk about. we need to contest that those are not forbidden spaces. they are open areas of water and air. and second of all, as an alliance, we need to step back and take a look at our capability in a military sense to address a challenge. this is about investment, this is about training and capabili

borders, and certainly we are seeing this with isa and construction in the south china sea on the chinese side. baltictes appeared to status over the status quo and historically dissatisfied states often work together. they clump together in fact oppose the existing hegemon. this is nothing you should be an entire surprise that at the autocratic states are finding defenses with a large democratic united states but has many democratic allies into their core region. both in europe and in asia. both russian and chinese leaders have openly called for an end to u.s. alliances in those regions. in recent years. so on the strategic side the alignment makes a great deal of sense. but on the other hand, we also see great long-term differences into outlooks for russia and china. china is a growing country, and despite its economic troubles we've seen recently i think most people would expect the growth rates to continue, whereas rush is struggling with its economic problems in the future demographically and on the energy side is even more troubling. so that's going to be a big challenge but so are more focused
