barbara boxer was in favor of it. i can't characterize why other than to say a lot of companies that have a lot of money stuck overseas are in california. apple and oracle and google and all these really successful high-tech companies have a lot of money overseas. my idea is to lower the rate. i would leave it down for five years and take all the revenue that comes home from that money coming home, the taxes on the revenue and do the road -- and then i'd put it in the road fund. the other thing that hasn't been mentioned enough is it could be enormous stimulus for the country. not just the revenue, but the actual capital that comes home. president obama's stimulus plan was like $800 billion to $1 trillion. this would be more than that. it wouldn't be borrowed money, it wouldn't be government money, it would be real money that's profit that would go to profitable industries that you would think put it into profitable use in our country. host: your stories about the difficulty of finding bipartisan working relationships
